This article discusses the necessary linkages that must exist between the State and the dialogue. To propose that the State is the space for dialogue par excellence, the text relies on the ethical nature that is inherent in the constitution of the State. Furthermore, the State represents a strategic and forward-looking perspective for human life in the world that is expressed and founded on such important issues as equality, recognition and democracy. The objective of this article was to analyze the incidence of State contracting processes in the institutional management of the National Police of Peru (PNP), 2014-2018. The research design was non-experimental, applied, correlational and analytical. The population consisted of 370 administrative and police personnel of the PNP Logistics Directorate. The sample comprised 188 workers of the PNP Logistics Directorate. The survey technique made data collection possible. The chemical composition and apparent digestibility of nutrients of the solid-state fermentation (SSF) of waste taro tubers (Colocasia esculenta (L) Schott) inoculated with natural yogurt fed to growing pigs was determined. Dry matter (DM), organic matter (OM), crude protein (CP), crude fibre (CF), ash, ether extract (EE), nitrogen-free extracts (NFE) and gross energy (GE) were determined. For the study of apparent digestibility of the MS, MO, CP, CF, NFE and GE, 12 castrated Landrace x Duroc x Pietrain male pigs of 25 ± 2 kg were used, distributed in three groups with four animals each and fed with diets containing 0, 10, and 20% of SSF (T0, T10 and T20, respectively). The SEI proposes a set of practices for time management and personal productivity improvement of programmers or software engineers for software development and maintenance tasks, by monitoring and comparing the planned performance versus actual performance, which Watts Humphrey in the 90s named the Personal Software Process (PSP). The research that were reviewed show that, at a global level, the skills of engineers who join the software industry do not satisfy software industry expectations, and how PSP contributes to skills enhancement.

This paper explores the juridification processes that take place in the peasant rounds of the Macusani District in the Puno region, viewed as a place where legal pluralism operates at the margins of the State. For that purpose, elements of the state are identified in the practices and discourse of the peasants. Especially, the legal language adopted by this peasant organization and what that means for the construction of its legitimacy and authority. The paper analyzes U.S. jurisdiction, highlighting how courts assume jurisdiction in disputes involving citizens or entities of other countries. In the U.S. system, jurisdiction depends on the State where the dispute occurs, which often requires the intervention of courts in different States or countries. In this regard, the two classic methods of securing jurisdiction are explained: on the one hand, “in personam” jurisdiction, which refers to jurisdiction over persons; on the other, “in rem” jurisdiction, which deals with property within the state; and, as a third and developing basis, “quasi in rem” jurisdiction, used in some exceptional cases, is discussed. Documentary sources such as national legislation and legal literature are used to support arguments. With the social outbreak in Chile in October 2019, a series of demonstrations and citizen mobilizations of different sectors of society began, which promoted various requests for social claims and demands. It is from this event that, on November 12 of that year, a presidential speech was issued, through which three major agreements were proposed to overcome the crisis that was being experienced, and one of those agreements was the agreement for a new constitution.This promise gave rise to the formation of the Constitutional Convention, the body which, after a long and arduous period of work, has recently presented a new draft constitutional text, which will be accepted or rejected by means of a plebiscite to be held in September of this year. In this context, the purpose of the interview is to analyze and evaluate the most decisive aspects of the constitutional process.

The article considers the built heritage as a product of the management of public works by the State during the 19th century. The objective is to show that for the execution of the public works in this period, the State established a procedure for managing the work, using the bases of Competitions and the systems experts. The article is descriptive-explanatory and uses a qualitative approach. The study was conducted in a State Educational Institution of the Constitutional Province of Callao, Peru. Type pre experimental with one group pre and posttest, aimed to determine the improvement of Inferential Reading Skills - HIL, through the design and implementation of a program of Iconic method based on experimental evidence in the study of understanding and learning (Estaún, 1998; Monge, 1992; Rengifo and Marulanda, 2007), in a sample of 93 students averaging between eight and nine years old. An instrument being elaborated based on the theories of Goodman (2002) and Inga (2009); to measure these skills. The implementation of the program was more effective in the ability to solve problems.

Being the end of the process a public interest of the State, the judge has probatory initiative for the search of the judicial conviction, however this initiative is limited to the elucidation of the facts that the parties have not proof in a suitable way. The Civil Procedural Code omits in the design of the application of the proofs ordered by the judge the limits on the probatory initiative, omission that must be corrected through a systematic interpretation of the articles 188 and 190 of the Code as a result of the legal interpretation, and going to the procedural doctrine that has established as limits: a) That the judge's test is limited to the following controversial facts; b) The source of the proof must appear in the process; and c) Regarding the principle of contradiction and the right of defense of the parties, allowing to extend its initially proposed tests.
