The interaction between competition and environmental policy is quite complex, particularly before state aids, whose control level reflects the emerging opportunity cost between both policies. In order to illustrate the potential efficiency losses or the imbalances on level playing field of competition, this article analyzes the legal, economic and political dimensions of the European Union Emissions Trading System (EU ETS) free allocation of allowances mechanism for the power generation sector.

In public hospitals, the difficulties arising from the lack of logistical resources in the clinical laboratory make quality care even more difficult. The lack of management by processes and the conflicts of interest arising from the proliferation of laboratories that are not certified or accredited make a new vision on this subject necessary. Evidence-Based Laboratory Medicine is a tool from which clinicians, technologists and biologists can benefit. On the other hand, it is necessary that, from the state, the efforts made by the UNAGESP, IETSI, SIS, INACAL, SUSALUD, the Ombudsman's Office, the Comptroller General's Office of the Republic, professional associations and private companies to improve the management of the clinical laboratory be agreed upon.

This article presents an approach to the explanatory models on HIV/AIDS that circulate among the Awajún population of communities that have been intervened by the Global Fund stance of interrelation between the people and the within the framework of the strategy against HIV. In the context of the European Union, the competition policy ensures that the single market is maintained in order to guarantee the principles that characterise it. In terms of state aid, this policy means preventing Member States from granting aid to companies that would put them at an advantage over their competitors. Thus, Article 107 TFEU contains a general prohibition of state aid from which it is also possible to establish exceptions. Objective: To determine the frequency of lesions of the oral cavity in people with HIV who are treated in the medical unit "Ambulatory Center for the prevention and care in AIDS and Sexually Transmitted Infections" (CAPASITS) of the city of Tuxtla Gutiérrez, Chiapas; Mexico. Methods: An observational, cross-sectional and prospective study was conducted in patients with a recent diagnosis of HIV, which included oral clinical review. Results: We included 58 patients diagnosed with HIV infection who were attended in the center in the period from June 2016 to March 2017, 75.9% were men, with an average of 31.6 years, 55.2% of them admitted heterosexuality and a primary level education (42.9%). We set up that the health sector, during the worst period of the crisis between 1988 and 1992, regarding to the goverment omission as3 well as the operative collapse of public services, started a big passive transformation of the peruvian sanitary system - a silent sanitary reform -, where the actual health policy did not emerge due to legal regulations but as a result of a spontaneus clash of the sanitary plaintiffs. Determine the relationship between the performance factors and the health status of people living with HIV/AIDS who received HAART, the Regional Hospital in Pucallpa, 2012. Material and methods. The information analyzed part of the list of matching applied to personnel of health that provides HAART, as well as the questionnaire and Likert lifted information on the state of physical and mental health of 41 PLWHA. We found that the 95.1% received information, guidance and appropriate treatment. The 90.2% presented a state of physical and mental health satisfactory. This article argues that the War on Drugs (WOD) is globally unjust because states violate their negative duty to not harm people by imposing a coercive institutional order in which the object of human rights is not secure to all members of society. Using Plan Colombia as a case study and Thomas Pogge’s global justice theory, the article examines how militarized drug strategies, promoted by the United States and adopted by Colombia, have led to human rights violations without achieving the desired goal of ending drug trafficking. The analysis shows that the WOD criminalizes vulnerable communities affected by poverty, state neglect, and armed conflict. Moreover, these policies fail to address the structural causes of drug production and trafficking, reinforce global inequalities rooted in colonial disparities and exploitation, and do not confront the impact of demand from the Global Nort...

This article sought to understand what displaced women, heads of families assisted by the Social Assistance of Brazil, understand about their displacement process and the State’s actions in regards to it. Through Critical Discourse Analysis it was identified that, although there are several causal attributions to displacement - such as environmental risk and violence - what really runs through the experiences of these women is an exclusionary urbanization, lived throughout the history of these families, which led them to occupy inadequate living spaces such as stream banks and unsuitable land, which ended up being risky and displacing the families in the medium term.
