The following article is aimed to expose how the discretionary manner in which the right to a hearing is regulated in the Peruvian national legislation regarding administrative penalty procedures does not reflect the requirements derived from its establishment in the Constitution and in several international treaties, and how, on the other hand, it generates a renounce to the efficiency brought by its exercise as a right, from the perspective of the economic analysis of law.

En este trabajo se analiza los fundamentos de la suplencia de queja deficiente en México y cómo estos no fueron replicados en el ordenamiento jurídico peruano al momento de su traslado y permanencia en el derecho procesal constitucional. Para ello, en primer lugar, se evalúa cuáles son los fundamentos de la suplencia de queja deficiente en México y cómo se manifiestan en la legislación procesal en su país de origen. En segundo lugar, se analiza la evolución normativa de la suplencia de queja deficiente en el Perú y cómo ha sido aplicada por el Tribunal Constitucional a través de su jurisprudencia. In this paper, the author states that every lawyer should be compelled to denounce before the corresponding bar association or the judge the cases of abuse of process that damages clients, so the (bad) lawyer, who is behind of these practices, can be punished. The author remarks the fact that, although judges and bar associations are the main protagonists in the punishment of abuse of process, the recognition of this lawyer’s duty can contribute to clients’ rights protection and the consolidation of rule of law. This article presents the virtues and results of the order for payment process applied in other latitudes to show that it is a process that, far from the discussion of its legal nature, manages to resolve conflicts submitted to this in a reasonable time. Then, the minor labor processes that are processed under Law No. 29497 are analyzed. It is concluded that these processes can be adapted or submitted to the order for payment process, which would allow their processing and resolution to be carried out within a reasonable time, thus achieving the speed proclaimed by the new labor procedural law.

A lo largo de mis prácticas pre-profesionales en una Municipalidad de Lima Metropolitana, tuve la oportunidad de realizar diversas evaluaciones y acompañamientos psicológicos, adaptados según las necesidades de los consultantes, lo cual permitió fortalecer las competencias diagnostica e interviene. En primer lugar, durante las entrevistas iniciales se exploraba el motivo de consulta, los detalles de las problemáticas centrales (historia del síntoma) y se sugería una presunción diagnóstica. Aunque la stevia (Stevia rebaudiana Bertoni) no es oriunda del Perú, se ha convertido en una oportun idad de negocios para el desarrollo de su cultivo debido a la variedad de pisos ecológicos que cuenta el país. La contribución de la ingeniería química reside en demostrar, con información de primera fuente, la ventaja competitiva para que esta planta se convierta en un nuevo cultivo alternativo para el Perú, demostrándose a nivel preliminar la factibil idad técnico-económica de su procesamiento.
