Esta tesis se ha desarrollado en la Escuela Profesional de Ingeniería Civil de la Facultad de Ingeniería Civil y Arquitectura de la Universidad Nacional de San Martín - Tara poto, con fines de titulación como Ingeniero Civil. This article presents a reflection on the progress in the recognition of children as political subjects. To this end, it introduces the right to participation present in the Convention on the Rights of the Child and its scope, as well as the scarcity of spaces for participation and the limitations they present. Based on an investigation of the Children's Councils in the municipalities of Lima and Miraflores in Peru, characteristics are presented on the citizen awareness of the councilors based on the analysis of three components: awareness of rights, awareness of responsibility and sense of belonging to a community. The article is a reflection since the law on the appearance of "autonomous vehicles", which have been emerging under the promise of a safer and cleaner alternative to the problems of insecurity and vehicular chaos, which affect us, derived from the lack of a culture of compliance with traffic rules, among other factors. However, this new technology is not exempt from risks and ethical and legal implications that must be noted before it reaches our environment, outlining the need for a regulatory and control framework that monitors the application and technology of these vehicles in order to offer the necessary guarantees to preserve in the best way not only the rights of the users of these cars but also of the pedestrians.

The legal implications derived from the reckless behavior of road users, such as drivers or pedestrians, have not been treated with the same attention as mens rea cases. In this context, the subject matter of this research is the observance of dogmatic scholar theories that have not been fully and specifically developed to cases of concurrent recklessness, which implies a reinterpretation of foreign scholar doctrine in order to make a de lege ferenda proposal.

In this article, the author examines the right to operate under road infrastructure concessions in Peru within the context of Public-Private Partnerships. He analyzes how this right, primarily exercised through toll collection, is essential to the economic equilibrium of concession projects.The author also discusses the problems that arise when the Government violates the operational rights, whether through political or legislative decisions. The author highlights the legal and contractual implications of these violations, including claims for non-compliance and compensation mechanisms, with a focus on legal certainty and investment protection.

A tired driver, or a driver who falls asleep at the wheel cannot perform evasion maneuvers for avoiding a car crash, or he/she may also get out of the road so easily; and the consequence of these accidents is a huge number of victims and infrastructure destruction. The information based on local studies indicates that many road accidents in Peru are caused by drivers falling asleep or because of driving so tired. We discuss in this paper the original data published in Peru and we propose some guidelines in order to address this problem.

Currently, irresponsible dog ownership is perceived, we observe a lot of these wandering on publicroads in cities, Huaraz is no stranger to this problem, the dogs cause discomfort, forming packs thatattack people, spread garbage, litter the streets , parks and gardens with urine and feces, which aresprayed and dispersed in the air causing diseases.
