The following document aims to present a handful of studies that develop the importance of social actors as one of the groups in charge of the preservation of architectural heritage, especially those involved in traditional commerce. Within this framework, traditional local traders are the actors who are most interested in the revitalization of historical centers. Objective: Describe the effectiveness of primary maternal health care through the budget program 0002 Maternal Neonatal Health, with the participation of the local government level. Material and methods: The programming and budget execution of the activity was analyzed: Municipal actions that promote sexual and reproductive health with emphasis on healthy motherhood. To evaluate the effectiveness, result indicators of the budget program were considered that are linked to the functions of the local government level within the framework of the Organic Law of Municipalities. Objective: To develop a methodology for the assuranceof the quality of the processes ofthe Program of Maintenance of School Premises in the Region of Tacna to increase its effectiveness. Methodology: lt was used an application design, because it is oriented to solve a problem, which ¡is the lack of a methodology for the development of the processes of the Program of Maintenanceof School Premises. Results: Procedures and format based on flow charts of the School Site Maintenance Program processes were designed, which allowed a better understanding ofthe users. Conclusion: A methodology was developed for the quality assurance of the School Site Maintenance Program, which improved the effectiveness of the maintenance of the educational infrastructure of the Tacna Region.

El artículo tiene como objetivo describir cómo el control simultáneo con inteligencia artificial en el Programa del Vaso de Leche, mitigará las irregularidades halladas en los operativos de control posterior a las exoneraciones de los procesos de selección en los cuales se comprobó que afectó el abastecimiento oportuno de los alimentos de dicho Programa. El presente trabajo de investigación tiene como objetivo determinar la relación entre las políticas locales de la Municipalidad Distrital de San Martin de Porres y el cumplimiento de las metas del programa de incentivos a la mejora de la gestión municipal en el año 2019; para lograrlo, se realizó una investigación descriptiva, correlacional – No experimental de corte transversal. This study analyzes factors that allow local officials to overcome design distortions generated during the process of registering beneficiaries of the «Vaso de Leche» Program in a context in which these beneficiaries are powerful social actors who have a capacity for collective action. This study was conducted between 2002 and 2010 in Villa El Salvador, a district of metropolitan Lima. Villa El Salvador municipal authorities selected beneficiaries without considering the target population as established by the official regulations. This variation from established norms is understood in this study as a «design distortion». Peru has undergone significant economic growth, but inequality between different groups still exists. In order to improve the training of professionals in Peruvian regions, the Master’s Program in Community Psychology at the Pontificia Universidad Católica del Perú has developed different training programs in Cusco, Ayacucho and Huancavelica. These are excluded regions affected by social violence due to past conflict. This article describes and analyzes the characteristics and the impact of training programs on participants and the population. Furthermore, this article reflects on how to develop vocational training to foster and recreate knowledge in a way that avoids reproducing relations of domination. The con tribution of Community Psychology is highlighted, as well as the professional, political and personal training in Community Psychology.

El problema del vendedor ambulante de alquiler de automóviles (CaRS) es una generalización del problema del agente viajero. En este trabajo se presenta una nueva variante del algoritmo Adaptive Local Search Procedure (ALSP) llamado Iterated Adaptive Local Search Procedure (IALSP). Se presentan dos formulaciones matemáticas para modelar el problema CaRS. Estas formulaciones se comparan utilizando un MIP solver. La formulación con el mejor resultado se utiliza en el algoritmo IALSP. Para hacer frente al problema de CaRS, proponemos un algoritmo híbrido compuesto por un algoritmo evolutivo llamado Algoritmo Científico (ScA) y el algoritmo IALSP. En nuestro País, en los Gobiernos Regionales y Locales, se vienen dando muchos casos de corrupción, abusos de poder, entre otros. Por lo que se requiere fortalecer la democracia y la transparencia de las acciones del gobierno local.
