This article arises in view of the objective need to determine what are the causes why the Peruvian university, in general, is facing the current crisis that can be perceived as a product of the lack of application of a good part of the scope established in the National Strategic Plan regarding the university and its operation. This lack of application is what has resulted in the conditions that are seen within the problematic of university education, trying to explain it in the best way to understand this conflictive situation. The general conclusion is aimed at determining guidelines that lead to understand the underlying problem and to be aware of the need for competent authorities to act on the aforementioned crisis in order to seek to reverse the current situation that is occurring.

The World Health Organization defines smoking as a chronic addictive disease widespread worldwide. It represents one of the greatest threats to public health, affecting children, youth and adults. It is estimated, that there are 1.300 million smokers in the world and about 80% of these live in countries where there is a high rate of morbidity and mortality associated with tobacco mainly in adult consumers. In particular, the consumption of tobacco among young university students is evident and worrisome. Different authors in the world have raised factors for tobacco use among adolescents and young adults. Such studies argue that the habit of smoking usually begins during adolescence and consolidates in the university stage. Smoking in parents, relatives, and friends is a factor, perhaps the most remarkable, which is associated with the acquisition of smoking as a habit.

On the university campus of the National University of San Marcos-UNMSM, there is a serious problem of accumulation of solid waste without separating, explained for various reasons: the lack of infrastructure for minimum separation, regulations to monitor compliance, concrete actions to give them utility, and an adequate solid waste management program. This paper addresses, in general, the methodological debate on the problem of labor, seeking to underline the importance of empirical research. The author uses ethnographic data on the workers and syndicates of the Southern Peru Cooper Corporation, so as to illustrate the importance of empirical studies in the discovery of social and historical data which increases our understanding of the complex relationships between capital and labor. Similarly, it attempts to correct the erroneous observations on the same workers presented in the work of the American scholar David Becker, where the danger of treating ethnographic research on too superficially is clearly noted.

The advent of the republic did not bring any real improvement for the great ethnic groups. It was based on liberal principles and apparently had arguments against the servitude of the indigenous, but in practice it weakened the indigenous by attacking their community. The Peruvian population is mostly mestizo and Amerindian. In practice, the more intense and noticeable the indigenous traits of an individual, the greater the discrimination he suffers. A re-founding of the Republic is needed to definitively eliminate this discrimination.

The agrarian sector, one of the most important productive economic sectors of the country, is facing a series of obstacles, as a result of certain structural problems and the present economy crisis. Throughout this paper is stated the alarm of the agrarian producers, who attended the I Congress of the Agrarian National Office (ONA), about the difficulties they face. In like manner, some alternatives of solution are proposed here, consequence of surveys realised to the attendants of the debates carried out during the event and the analysis of such documents.

The recent centenary of the beginning of the War of the Pacific (1879-1884) has generated an intense debate on the national problem and the development of nationalist consciousness in Peru. Faced with the rapid defeat suffered by the Peruvian army (1879-1881) and the disunity of the population during the Chilean occupation (1881-1884), historians have begun to wonder if the various sectors of Peruvian society knew how to ignore their ethnic, racial or class interests to give priority to the fight against the invader. One position in this debate, forming part of the new historiographical trend that criticizes the most sterilely patriotic assumptions of nineteenth-century Peruvian history, maintains that the population in general, instead of uniting in the common defense of the national territory, preferred to remain neutral. or even ally with the Chileans against their internal enemies.

The intention of this research was to determine the types of mental schemes and the relation of these in the resolution of problems in the university students of UNHEVAL. This article describes the construction and validation of the “Scale of Social Problems in Chile”. The scale was developed considering the main social issues at a national and municipal level. The instrument was validated using quantitative methodology, with a non-experimental cross-sectional design. The participants were 456 residents of the Valparaíso municipality, Chile. Cases were selected using quota sampling to reflect the demographic composition of the region in terms of the sex and age groups found in the municipality. Exploratory factor analysis was conducted using the Statistical Package for Social Sciences (SPSS) V24.0, while confirmatory factor analysis was performed with R console and the Rcmdr interface. These analyses made it possible to establish that the factor structure of the scale differentiates national problems from local ones.
