The main objective of our research is to understand how internal communication relates to the management of public controversy in employees of a municipality located in Lima. In the research process we established the relationship between message handling and decoding of employees, as well as the relationship between source credibility and empathy generated in the internal public. Finally, we determined the relationship between the bidirectional communication and mutual understanding among the partners. To develop this study we have chosen the non-experimental design, applicative research is correlational and descriptive level; it has developed inductive, deductive, analytical and statistical method. The population consists of 45 units of analysis, employees of a municipality of Lima. For its part, the sample consisted of 30 units of analysis.

We begin 2008 with the determination to continue encouraging research under the strictest parameters existing in the country. In this issue we publish an excerpt from the winning work in the 2007 research contest: “Education and labor income in Peru”, by Eduardo Quiróz and José Espinoza. The excerpt, which we have entitled Education and income: methodological aspects and studies in Peru, is devoted to mathematical formalizations and includes a review of the Peruvian bibliography on the impact of education on economic status; the analyses and conclusions of the study do not appear, as they will be the subject of a special publication. The respective contest for the present period has already been announced and we are receiving the projects.

This is a quantitative, descriptive and comparative study conducted on a sample of 310 public servants that attempts to describe the perception of service quality of the internal user via the following factors: cooperation between internal users, leadership of management, corporate social responsibility and performance self-appraisal. This study defines the internal user as any collaborator holding a position in the organizational structure. The valid and reliable five-degree EPCSU-IP ordinal scale was used for this research. The total perception is at a neutral level (3.54) with a tendency to higher degrees; it tends to be favorable in the dimensions of cooperation between internal users (3.67) and performance self-appraisal (3.73), and unfavorable regarding the factors leadership of management (3.45) and corporate social responsibility (3.27). The assumption that public international law has a homogeneous way of being conceived is one of the major problems observed in its teaching in Peru. This article aims to deconstruct this preconception based on two critics. The first criticism is against the ideological universality that the debate between normativism and jusnaturalism assumes, with the consequent revelation of other possible approaches of international law. The second criticism is against the ideological neutrality in the study of our subject, showing the presence of a global north and south in academic production. For the preparation of this article, it will analyze contemporary literature both produced by Peruvian and foreign authors.

In the last few years, an ever growing number of States have recognized same-sex marriage. For that reason, it is important to ask what would happen if two same-sex individuals that have legally contracted marriage in another countrywould sue for its recognition in Peru. The authors of this article study the courses ofaction available to legal operators facing this situation, in the context of the public policy exception and International Human Rights Law.For that purpose, they analize European and Inter-American case-law on the matter and offer a way forward on how to solve conflicts between foreign law, domestic law, and human rights.

The objective of this work is to understand if the accounting study programs of the main Latin American universities consider content oriented to the management of Internal Control in family businesses, in compliance with the suggestions made in the International Education Standards (NIE) for the formation of the public accountant.A review and analysis of the literature was carried out, developing a descriptive theoretical research, where the results indicate that 62.5% of the main Latin American universities develop between one to three subjects directly linked to Internal Control in their accounting study programs.
