ABSTRACT Objective: The objective of this article is to conduct a review of the fundamentals related to key aspects of digital policy and its governance mechanisms. Methodology: The hermeneutic methodology has been chosen in order to qualitatively approach the topic, based on bibliographic analysis. Results: The mechanisms and processes inherent to digital governance at micro and macro levels and their influence in the world are described as well as the development of digital policies applied to the field of education. Conclusion: The opportunities and difficulties of developing multilevel governance systems based on the application of digital infrastructures and the consolidation of urban technological ecosystems are discussed.

La presente investigación titulada, “Gestión del conocimiento y tecnologías de la información y comunicación en estudiantes de ingeniería mecánica de una universidad particular de Lima - 2018”, tuvo como objetivo determinar la relación entre gestión del conocimiento y las tecnologías de la información y comunicación (TICs). El presente estudio cuantitativo, de corte transversal tuvo por objetivo establecer la incidencia entre alfabetización, habilidades y competencias digitales en el pensamiento complejo. La muestra estuvo conformada por 238 estudiantes de diversos ciclos de la especialidad de ingeniería de una universidad particular de Lima. Se aplicaron cuatro instrumentos los que fueron sometidos a juicio de cinco expertos. Se elaboró un cuestionario para alfabetización digital, que fue validado por análisis factorial exploratorio (V de Aiken: 1.0, prueba KMO: 0.552, alfa de Cronbach: 0.946). Digital skills in the work of higher education is a very fruitful field that is constantly developing due to the adequacy of teachers in the face of the demand for information and communication technologies and their impact on the educational field. This article deals with the current panorama and its dynamics against the requirements that the teacher must develop and the perspectives of the university and students. On the other hand, the perspective of new trends in relation to the panorama of virtual learning environments and their link in university education, is addressed. In addition, a final discussion is presented on the possibilities of the development of competencies in the higher academic task.

Las competencias digitales en el quehacer de la educación superior es un campo muy fecundo que está en constante desarrollo debido a la adecuación de los docentes frente a la demanda de las tecnologías de la información y comunicación y su impacto en el campo educacional. El presente artículo aborda el panorama actual y su dinámica frente a los requerimientos que el docente deberá de desarrollar y las perspectivas de la universidad y los estudiantes. Por otro lado, se aborda la perspectiva de las nuevas tendencias en relación con el panorama los entornos virtuales de aprendizaje y su vinculación en la educación universitaria. Se presenta, además, una discusión final sobre las posibilidades del desarrollo de las competencias en el quehacer académico superior.

The abstract is a section of the thesis in which the investigative process followed is synthesized in a structured way. Its inclusion helps the reader to know briefly the content of the study, to motivate its reading and to the dissemination of its contributions. The objective of the present study is to describe the content and structure of the traditional abstract, as well as the textual and discursive elements of it. The study is basic, non-experimental descriptive design.
