El objetivo de esta comunicación es presentar los resultados de un estudio realizado entre los principales actores de la gestión de riesgos volcánicos en Arequipa entre enero y marzo 2020. En primer lugar, presentaremos un análisis comparativo centrado en tres grandes eventos extremos vividos por los arequipeños (lluvias torrenciales, actividades eruptivas y terremotos) para poner de manifiesto la relación que la población tiene con cada uno de ellos (Mérour, 2020). Este preludio nos permite comprender mejor las cuestiones relativas a la preparación para una posible erupción volcánica. This paper proposes a new way of understanding the debate between vulnerability and resilience. We mobilize on the theoretical level the notion of “paradigm” in the sense of Kuhn and, on the methodological level, Foucault’s notion of “apparatus” to understand volcanic risk management practices. Through an interdisciplinary approach, combining management, geography and Earth sciences, we study the evolution of volcanic risk management practice in Arequipa (Peru) from the 1990s to the present.
