The present article analyzes the importance of functional or program budgets in the public sector, as well as their implementation in Peru. In this context, the author defines functional budgets as a tool for public planning and management that allows for the allocation of public resources based on specific objectives, through the identification of programs and projects that can best contribute to achieving said objectives. On the other hand, it is established that the implementation of such program budgets in Peru has posed a series of challenges and difficulties due to the lack of serious plans, the broad powers of the legislative branch, as well as the null capacity for monitoring and the lack of continuous evaluation of programs by the government. Se presenta un resumen de las tres generaciones de la terapia de conducta, destacando en la tercera el papel de las funciones de la conducta en su contexto (especialmente del lenguaje). Se plantea los fundamentos de las Terapias Contextuales Grupales en base a su eficacia y eficiencia habitualmente en servicios públicos de atención psicológica. Se describe los focos de trabajo fundamentales de la Terapia de Aceptación y Compromiso de Grupo en referencia a discriminar como forma de derivar respuestas hacia acciones valiosas con sentido en la vida de las personas y por último se presenta de manera resumida nuestra experiencia de trabajo con la Terapia de Aceptación y Compromiso de Grupo con problemas ansiosos-depresivos en nuestro contexto de atención de salud mental pública.

El presente artículo tiene como propósito explicar, dentro de un escenario de variación inesperada de los costos de una obra de infraestructura, cómo ha sido la defensa legal del Estado contra las pretensiones económicas que se han esbozado, para seguidamente analizar cómo es que estas pretensiones, lejos de constituirse en necesariamente un eventual perjuicio para el Estado, finalmente y dependiendo de la casuística, terminan siendo necesarias para la consecución de intereses públicos.

This investigation led proposes the articulation, in a conception as a whole, of a new theoretical model based on the stablishment of three functions of Public Relations that should be present in public and private organizations, that are, the relational function, the communicational function and the synergy function. This is an exploratory study, non-experimental, descriptive, comparative, and from an intracultural mode that took a sample of twenty executive officers of Public Relations and related, from public and private organizations in Peru. In this new era, one of the main challenges that museums face is staying connected with their public. The following article evidences the importance of considering the concept and the components of the right to the city in the Peruvian legislation. For that purpose, it considers the growing recognition of the importance of cities under the ‘New Urban Agenda’ and the search for assurance of decent life quality for the inhabitants of a city. Moreover, the authors propose to overcome the conception of the city as a physical space where its sole purpose is to produce individual wealth and benefits, for its recognition as a space of interaction and citizen development as a collectivity. Based on this definition, the right to the city implies a guiding principle that seeks to generate spaces for community participation, a fair distribution of urban charges and benefits, and the promotion of active citizenship.

El presente trabajo de investigación se realizó con el objetivo de determinar la influencia de una aplicación móvil en la determinación de las rutas más eficientes de transporte público en la ciudad de Trujillo en el año 2019. El tipo de estudio fue pre experimental; con una muestra constituida por 25 puntos de origen y destino. Por otro lado, para la recolección de datos se aplicó una ficha de observación y para el análisis de datos se utilizó la prueba de t de student. Las dimensiones comprendidas en la determinación de las rutas más eficientes de transporte público fueron tiempo, distancia y costo, mientras que las dimensiones comprendidas en la aplicación móvil fueron Adecuación Funcional y Usabilidad. In order to determine whether family functioning predicts the level of resilience in parents facing the impact of the COVID-19 pandemic, a predictive and cross-sectional study was conducted on a sample of 183 parents from the department of La Libertad, who were selected under a non-probabilistic purposive sampling. Two instruments were used to collect data: Cohesion and Family Adaptability Evaluation Scale (CESF) and the Brief Resilient Coping Scale (BRC). Based on a linear regression analysis, an adequate model fit is observed (F-test = 35.924, p < .001), where, family functioning (β = .407, p < .05) is a variable that significantly predicts resilience (adjusted R2 = .161). The objective of this article is to offer those responsible for the Peruvian health rectorship reflections on sectoral policy derived from the study of the country’s National Health Accounts (1995-2014). While it is true that the country has increased its spending on health from 4.4 to 5.2% of GDP, 33% of its total funding comes from household «out of pocket expense», which indicates that change is necessary. This paper analyzes the information treatment of the Mapuche people in the newspaper El Mercurio during two periods. First, between 1950 and 1973 (twentieth century); and second, during the years 2010, 2013 and 2014, (21st century). To this end, a corpus of 340 journalistic texts has been selected, of which 147 correspond to the 20th century (1950-1970) and 193, to the 21st century (2010, 2013-2014). The analysis shows that most of the frames are linked to conflicts, criminal prosecutions and arson attacks; so that El Mercurio prioritizes connotations and negative events to inform about the Mapuche indigenous people.
