This article offers to examine the main content related to two comparative socio-educational normative frameworks, based on dimensions in social ethics and human development. Contemporary religious literature raises referential content to ethical-social learning in accordance with individual moral thought, on the other hand, the globalized capabilities approach maintains that a utilitarian or mercantilist educational policy generates educational-training neglect in human development as a starting point. Methodologically, through the comparative analysis, parallel and contemporary basic premises are identified in both normative frameworks, since the premises in Jorge Bergoglio's literature hypothetically coincide with the related proposal of the capabilities approach of Amartya Sen and Martha Nussbaum. This article emerges do the necessity of relocate the relations between science, technological development and the own research. In our country, particularly in the public universities, psychology has oriented its action to the field of technology and the own research. It is ascertained that the transition of the development of scientific psychology has associated to the development of the psychology in the field of professional implementation using for that the own technology of models of intervention, from the clinical, educational or social and organizational field. Nevertheless, it is also recognizable that the production and the generation of systematical knowledge have progressed in a parallel way to the scientific research.

The work analyzes the contributions of Mercedes Rodrigo Bellido and Victoria Bossio Herrera, pioneers of psychology in Colombia, highlighting their impact from complementary approaches. Rodrigo, born in Spain, introduced psychotechnics and founded the first university psychology program in the country, consolidating the discipline as autonomous and applied to vocational guidance and child well-being. Bossio, Colombian and the country's first doctor in psychology, focused her work on psychopedagogy, promoting education for children with high abilities and learning difficulties, in addition to addressing problems such as child abandonment. El presente es un estudio transversal y descriptivo realizado en 23 instituciones educativas estatales del distrito de Villa El Salvador, con el objetivo de determinar las concentraciones de nitritos y nitratos presentes en los hot dogs de consumo directo que se expenden en dichas instituciones educativas, debido a sus reconocidos efectos tóxicos sobre la salud, como son la metahemoglobinemia y la formación de nitrosaminas carcinogénicas. It analyzed the relation between reading comprehension and academic performance on students of fifth grade from a police educational institution of Callao. Not experimental type of studying and descriptive correlational design. To the sample of 140 male and female students were applied Reading Comprehension Test of Linguistic Complexity Progressive (LCP) of parallel forms, A Form Level 5 of Allende, Condemarín and Milicic (1991) adapted by Delgado (2005) to know reading comprehension levels and for academic performance it used the Official Record and Final Assessment Act.
