The present article is an international review or state of the art that analyzed more than seventy texts of studies and interventions of information and communication technologies for development and social change with the objective of identifying tendencies, in particular those that had the specific purpose of youth development. In the results of this systematization stands out the discussions around the concept of development, the predominance of works in marginalized communities, and the need to orient this field towards situated users and problems, as is the case of young people, a topic that has been less attended.

The right to be forgotten has become a matter of capital importance, as a consequence of the impact that the Internet is having on the privacy of citizens. In this context, this article analyzes the different forms of protection of this emerging right in codified systems and common law systems, in order to account for the different realities that are being created in both continents, where the aim is to balance the right to information with the right to be forgotten in an era where digital memory does not forget or forgive.

Significant institutional changes have taken place during the government of Alberto Fujimori. What is the meaning of these changes? Do they reflect Alberto Fujimori's strategy of power consolidation? Are they the result of the strategy of dominant economic classes to continue exploiting Peru's resources? Or are these institutions reflecting a process of democratization of the state? This article explores these questions by examining state institutions in the area of public services. The argument is briefly the following: although still incomplete, the regulatory state in public services means democratic progress compared to the previous form of state intervention based on public owned companies.

Studies on the scientific background of Health Psychology are discussed, including the conceptual definition, as well as the bio-psycho-social model that characterizes it. The relation between health and behavior is described in order to have a better understanding of health and illness, as well as about the pathogenic and immunology issues related to behavior. The main contributions of Health Psychology to improve life quality and health are described. Moreover, medical psychology, psychosocial coping of illness, as well as intervention strategies, are discussed. Health Psychology becomes a good alternative for the understanding of health and illness mechanisms, as well as for the prevention process and illness treatment related to psychological components.

Currently, only treaties concluded in compliance with a certain formality and in force are part of the national legal system. The existing domestic rules do not provide for the possibility of provisional application of a treaty, and even less regulate the manner in which the State gives its consent to provisionally apply a treaty. However, in practice, the Peruvian State has improperly provisionally applied two treaties. Therefore, by means of this article, we propose to make a normative modification that allows the use of provisional application.

The UN Charter law governing self-defense is inadequate to address emerging modalities of armed violence caused by non-State actors located in the territory of non-consenting third States. This paper offers an alternative grounded in the state of necessity as a circumstance excluding wrongfulness as per the law of State responsibility. The contention is that in integrating the rationale behind necessity as an excuse for non-performance of obligations and the conditions and processes under article 51 of the UN Charter, the law allows for an exercise of extraterritorial self-defense against non-State actors which safeguards the territorial State’s sovereignty and the need for a legal alternative of defense for the defending State without toeing the line of aggression.

This article shows the development of an Incident Management Model based on ITIL v 3.0 that will allow the improvement of information technology services (TI) delivery, provided by the National Office of Electronic Government and Informatic (ONGEI). Due to the increase of requirements in the use of the TI services from other State entities (users), the current situation of ONGEI was analyzed in order to identify their incident management problems as well as the causes that originate them. In this way, it was identified that the severities were not foreseen, neither the response nor the restore times; it was also found the existence of duplication of registers, a new management model and the purchase of a new tool were proposed (Service Tonic, developed by a company with the same name) to adequately manage incidents and service management.

Microbial resistance to antibiotics has been increasing over the years and is of great public health concern. Resistant bacteria spread in different ecosystems, highlighting anthropogenic activities as favoring the spread of these resistant bacteria; in many cases, they finally reach bodies of water where they can come into contact with humans. Different contaminants such as heavy metals and biocides can also be found in aquatic ecosystems, which increases the probability of a co-selection with antibiotic-resistant bacteria, which can aggravate the problem. People with disabilities are a vulnerable and excluded population from their rights such as admission, permanence and graduation from higher education, especially from in Latin American dental schools. The objective of this review is to review the literature on educational inclusion in Latin American dental schools. A review of the national and Latin American literature was carried out on the concepts of disability, inclusive education and undergraduate dentistry using primary and secondary sources; among which, books, thesis and Medline, SciELO, Pubmed, Lilacs, Dialnet and Redalyc databases were consulted. It was concluded that dental schools are in default and in debt to people with (dis) ability in Latin America due to the dynamics of higher education that continue to perpetuate the exclusion or discrimination of people with disabilities in undergraduate dentistry.

1.-A case of Chronic Mountain Sickness is described at a resident of the Rocky Mountains of Colorado. There have been clinical, electrocardiographic and cardiopulmonary physiology studies. Symptoms, signs and electrocardiographic abnormalities disappeared when the patient down to sea level. However, it has been possible to bring out a intensely lightweight persistent lung disease after residence at sea level for more than two years. 2. can be assumed that some cases of chronic mountain sickness are the result of disturbances in the respiratory gas exchange abnormalities and ventilation perfusion indices based on a very slight intrinsic lung disease, to cause signs or symptoms at the level of sea.

Este ensayo analiza la jurisprudencia del Tribunal Constitucional del Perú acerca de la negación del control constitucional difuso por la administración pública (Sentencia del expediente 04293-2012-PA/TC /Caso Consorcio Requena). Dicha decisión cambia el precedente vinculante del Tribunal Constitucional (expediente 3741-2004-PA/TC) por el que todo juzgado u órgano colegiado de la administración pública tenía el deber de preferir la Constitución frente a una disposición infra constitucional. Conforme a una interpretación de la Constitución no solo el Poder Judicial ejerce función jurisdiccional, sino otros entes públicos que ejercen función administrativa, pues ostentan potestades para decidir conflictos intersubjetivos planteados por los administrados y tienen atribuciones para imponer sanciones y limitar derechos, con autoridad de cosa decidida.

Museology applied to expositionally represent and symbolize historical acts of violence has been generating new dynamics in contemporary curatorial processes that are weakly explored and discussed in the academic scene. In this sense, the objective of this article is to contribute to the characterization of the current state of knowledge of curatorial practice aimed at the creation of museum spaces of and for tragic memories. In order to explore the interpretative forms of this phenomenon, the hermeneutic method was developed that allowed us to: (i) systematize the compiled bibliography, (ii) categorize and analyze its study themes to (iii) interpret and discuss them. This paper studies the process of state development in Puno through the prefects. This process was marked by two parallel objectives: integration into the Peruvian state and differentiation with Bolivia. Puno was considered a strategic region for the initial state because of its mining production, revenue collection through personal contributions, and status as a border zone. The Prefects, despite the instability and economic precariousness, tried to comply with demanded priorities by the state in the area, resorting to negotiation, suggestion, or opposition. The prefects were more successful in revenue collection and military control, while mining promotion and contraband control had little results.
