The evolution of the world economy and national economies is marked by di- fferent types of cycles: long-term Kondratieff cycles, financial cycles and crises, classical economic cycles. They are related and somehow nested. Here through an analysis of the contributions in this regard and in honor of the work of Bruno Seminario, who addressed these issues for the Peruvian case. The downswings of the five global Kondratieff cycles are revealed to contain thirteen of the fourteen global recessions identified from the late nineteenth century to now. The eight classic economic cycles of Peru and their respective recessions for the period 1950-2020 are also identified, which are also clearly nested in the downward pha- ses of the Kondratieff cycles revealed by Seminario and which are characterized as the recessions of the global cycles by declines in gross domestic product per person. Financial inclusion is a relevant matter that is constantly being looked upon, given its influence in reducing poverty and enabling the low-income population to access financial products and services, thus improving their living condition. This research aims to analyze the evolution of financial inclusion in Peru during the last seven years (2016-2022);also, it takes into consideration information from secondary source databases, such as reports from the World Bank, the Superintendencia de Banca y Seguros, and the Banco Central de Reserva del Perú. The method used has a descriptive and explanatory design. The findings of the research provide evidence that 56% of the Peruvian population has access to financial services (64% in urban areas and 31% in rural areas), which falls below the goal of 75% set by the Peruvian government. In this edition of the magazine From the South we find a series of reflections on Peru framed within the commemoration of the bicentennial. Although only one of them focuses on directly studying the period of independence, and its analysis does not focus on how the separation with Spain was achieved or on the celebrations held in these years of pandemic, it is clear that all of the Papers in this issue contribute to the understanding of Peru in this specific context. 2021 has been a particular year. On the one hand, the country and the entire world are still immersed in the complex and changing reality of the pandemic, while, on the other hand, Peru has lived through an intense and exhausting electoral process that has not managed to put an end to the political instability that It has characterized it for the last five years.

Regardless of the difficult scenario facing the Paris Agreement with the recent withdrawal of the US, Peru will continue to comply with its international obligations and consolidating its national policies and frameworks related to climate change. Although Peru entered the international negotiation process late – basically from COP 20 onwards- it has had a decisive participation and influence in its outcome, the Paris Accord. Pero has for over a decade, been developing a robust internal architecture of norms and institutions, to launch the country towards a greener economy. With the difficulties that this means for a developing country like Peru, the future leads inevitably to the search of clean and environmentally friendly and sustainable economies.

En Perú se ha estado trabajando en genética y genómica a pesar de la ausencia de inversión nacional. Proveedores multidisciplinarios en el cuidado de la salud han contribuido en el área de la genética en Perú. Se destaca varios ejemplos de logros en áreas clínicas y de investigación. El número de profesionales bien entrenados está aumentando, contribuyendo con colaboraciones nacionales e internacionales, investigación y experiencia clínica, que se incrementa en calidad y extensión. En estos tiempos donde mucha tecnología externa y estandarizada está emergiendo, la colaboración es muy importante para la investigación y se traduce en la implementación de medicina precisa para el sistema de salud pública.

This paper examines inequality in educational outcomes in Peru through a spatial approach. Cluster analysis and spatial statistics were applied for the years 2007 and 2016. The results, based on the selected educational indicators, show that the country’s departments are grouped into at least four clusters, with little variation over time. In other words, departments with strong or weak performance in both the quality and quantity of education tend to remain largely unchanged from one year to the next. Although the data reflect realities prior to the pandemic, the findings provide a useful foundation for future research on progress in reducing educational inequality. In this context, sectoral policy should be implemented in ways that promote vertical equity and prioritize the regionalized and decentralized allocation of resources.

Health Technologies (HT) are important to make appropriate decisions in the field of health. The need to standardize TS evaluations is highlighted, since there are currently differences in the methods and recommendations used. In addition, the lack of trained human resources to carry out these evaluations is mentioned, as well as the long times they can take. Therefore, it is essential to prioritize the technologies to be evaluated to maximize available resources. In Latin America, the health technology prioritization process presents various barriers, such as the lack of an explicit and formal prioritization process in most countries. Gonzalo Portocarrero constructed three metaphors to explain the dynamics of racism in Peru, that is, to try to describe its mode of operation and the particular way in which it had been produced (and established) in social practices and in the social imaginary. The three metaphors were the following: the invisible foundation, the ghost of the patron and the utopia of whitening or «blanqueamiento». This essay explains each of them and brings them into dialogue with some of the main contributions that, in order to understand it, have been proposed in Peru and in current critical theory.

In Peru there are great gender and intercultural gaps, particularly in the health sector. These gaps lead to discrimination, maternal and infant deaths, and mistreatment and dehumanization of medical attention. To improve the quality of healthcare, the SISTEC Program used workshops in gender and interculturality as its methodology, organizing 44 in 5 regions and training 837 healthcare professionals. Capitalizing this experience, a variety of factors to improve the results of these workshops stood out, such as the selection of participants, cultural adaptation and the methodology used. The workshops led to socio-cultural changes in both work and personal spheres, but their sustainability depends strongly on the institutionalization strategies used. Hoping to achieve it, the first item entitled: “The Amazon for the World, the Region and Peru”, makes an approach of the diverse functions that this basin fulfills in these three levels; the second item: “The Amazonian Forests National Management”, seeks to bring us closer to the state of forest management, including a sub-item “Deforestation”, which pursues to encompass this complex problem; the third item: “Perspectives and Recommendations for Forests Management in a Climate Change context”, basically deals with various aspects to be considered, in a national context, for a future conservation of the Amazonian forests; and finally, there are a couple of global conclusions.

The question at issue has been scarcely worked in the country, providing evidence lack of interest from academics, as well as the Peruvian education system. Emphasis is placed on the importance that parents and teachers being able to know and select effective alternatives to attend the needs of the most capable students. Finally, the subject is discussed from a psychoeducational and rights perspective, framed in the Peruvian context.

At present, one of the problems that the protection of human rights suffers from a philosophical perspective focuses on the corruption that exists and the poor administration of justice. We must understand that the protection of human rights must not only be limited to the fundamental rights of man, but also to opt for an optimal justice system that can guarantee the safety and protection of citizens. Just as the legal system must guarantee the effectiveness in the application of the norms and in the courts, the problem of corruption must try to diminish so that it is possible to begin to speak not only of a correct administration of justice, but of a correct application from the human rights.
