La presente tesis pretende averiguar hasta qué punto la Unión Europea está realmente comprometida con la promoción de la democracia y, en particular, hasta qué punto dicha forma de gobierno es priorizada por ésta cuando otros objetivos también relevantes parecen competir y, finalmente, excluir cualquier posibilidad de abogar por la democracia en el exterior. The article analyzes the publications (post) of the presidential candidates in the 2016 Peruvian elections, through a content analysis. It has proceeded to make a capture of publications (post) that show some emotion in a period of fourteen days before the elections, both in first and second round. It can be seen that the candidates have little use of emotions, and that their recurrence is associated with expressing positive emotions over negative ones, not highlighting the search for confrontation with another candidate; also, a certain pattern is observed in the use of emotions but only in the case of female candidates.

This research paper analyzes the Bolivian media coverage of the presidential runoff of the 2021 General Elections in Peru, in which the candidates participated: Pedro Castillo and Keiko Fujimori. The main objective was to study the frames that El Diario and La Razón used in the journalistic articles of their web portals. Likewise, we identified the digital space given to the publications and recognized the profiles that the foreign press built around each candidate. From a mixed approach, we analyzed metrics and used qualitative tools to examine the use of level and generic framing. 10 April 2016 will be the presidential election in Peru. The media will cover the activities of the leading candidates and rummage in their resumes. In this process, the press will be tempted to use propaganda techniques, a category traditionally associated with political actors. For example, they may appeal to stereotypes, express their opinion through seemingly independent sources and select facts to build an ideological discourse. For its part the press agents of candidates and political marketing experts are hunting for journalists.

The paper analyzes the informative coverage of 9 Latin American newspapers on the general election held in Spain on November 10, 2019. This is considered an important event that helped close a turbulent period of the national political life. A content analysis sheet was applied to all texts regarding the campaign appeared between November 1 and 11 (n = 35), considering, among other variables, location, extension, authorship, sources, genres, nature of the content and frame. The results allow concluding that the selected newspapers dedicated a wide space to the November 10 election. Furthermore, media outlet granted part of their coverage an interpretive dimension and offered a vision on the campaign dominated by the strategic and game frames, since they placed the focus on the polls and the possibility of post-electoral agreements.

The Peruvian legal system includes two autonomous institutions: the National Election Jury and the Constitutional Court. However, the Act 28642, approved by the Peruvian Parliament and supported by the electoral entity, prevents constitutional processes from being initiated against decisions made by the latter. The author suggests that this situation could lead to scenarios of autarchy, where the JNE acts without supervision, what affects the balance between powers. In this framework, the author proposes analyzing the problem from the general theory of constitutionally autonomous agencies. This paper aims to establish that although agencies are autonomous, they cannot remain completely disconnected from each other. Therefore, mechanisms must be created to allow for a relationship between them while avoiding autarkic scenarios without control.

In 2006, Peru witnessed a significant event in its political history with the direct election of its representatives to the Andean Parliament. However, the author points out that this historic event may have been overshadowed by the general lack of knowledge on the subject and by the crisis that the Andean Community is facing. In this sense, this article offers a detailed analysis of the Andean Parliament, covering its historical evolution from its antecedents to its creation, its influence within the Andean Integration System, the description of its functions, as well as its composition and structure.

Can political ads produce enough emotional shock as for orienting a person’s vote? To answer this inquiry we monitored a group of first-time voters from different universities in Mexico City during the 2018 electoral process. Through association analysis and multidimensional scaling techniques, we contrasted their emotional response to campaign ads of the three main presidential candidates with their final vote on July 1st. Our results show there is only a slight correlation between emotional reaction to political ads and the vote cast by individuals. Emotions motivated by audiovisual stimuli, have a limited effect over vote orientation, since these reactions depend upon the interpretive capitals that each voter possesses.

El presente estudio de caso se centra en los efectos del terremoto que devastó al Perú en el año 2007, analizando cómo fue que este evento afectó los resultados de las elecciones municipales del año 2010. Para aislar el impacto del terremoto en los resultados de dichos comicios, se compara los resultados de las elecciones municipales distritales del año 2006 y 2010; es decir, tanto la elección a nivel distrital anterior como la posterior al terremoto. Se ha tomado en consideración las cinco regiones del Perú que han sido afectadas, por lo menos parcialmente, por el desastre. Asimismo, se ha asignado cada municipalidad distrital a un nivel distinto de intensidad del terremoto.

El presente trabajo se enfoca en discutir qué factores influyen en los resultados electorales que obtienen los alcaldes y/u organizaciones que se presentan a una reelección en el Perú —es decir, su desempeño electoral—, en particular en el nivel subnacional. Se analizan las elecciones provinciales del 2010 mediante una regresión lineal del porcentaje de votos que obtuvieron en sus intentos reelectorales. Para ello, se realiza un análisis exploratorio de datos espaciales con estadísticas globales y locales para encontrar evidencia empírica de las dependencias espaciales en la participación electoral distrital. Asimismo, se realiza estimaciones de corte transversal haciendo uso del modelo espacial de Durbin, en donde se incorpora como variables explicativas a las características socioeconómicas, demográficas y los rezagos espaciales de las variables independientes y dependiente. We are going to develop a theoretical frame to understand the role that campaigns would have in a context of political malaise. Considering the multidimensionality of the discontent, we are going to conceive the disaffection like the component more related with what Putnam & Goss called ‘the previous conditions for an effective democracy’. Taking into account the results of other studies surrounding the democratic effects of the campaigns, we will suggest that the electoral advertising could help us to improve the civic sense of the citizens from an attitudinal dimension, strengthening our democracies.

The paper presents a review of the literature of news coverage on female presidential candidates. For this purpose, seven coverage frames are included: a) visibility, b) gender reiteration, c) mediation of the intimate sphere, personality, d) thematic agenda, e) tonality and f) particularities of the media. Finally, an operationalization proposal is formulated for each of the frames that could be used in future research that addresses these political figures. It is concluded that women are represented from their intimate sphere and femininity, characteristics that are far from being culturally appropriate for debate in the public and political arena.
