The aim of this article is to understand how day-to-day student classroom participation in an ordinary secondary Chilean school contributes to civic education towards democratic competency. The qualitative method adopted an ethnomethological perspective and used participant observation, unstructured interviews and document review techniques, all later analyzed inductively. The results show a lack of definition of classroom participation in institutional documents, sporadic implementation of participating events and a consensual passive role of students in the classroom. It concludes that classroom participation tends to teach students to consider their interactions as interruptions when dealing with their life outside the classroom and illegitimate in their expression, contributing negatively to their development of democratic competency.

The article carries out a detailed study on the conception and delimitation of the Political Constitution of the State. This is based on an analysis of the different meanings established in constitutional literature, from Aristotle to its contemporary development, to then establish the characters and finally, focus, on constitutional supremacy, a special and essential characteristic of the rigid Constitution of a State.

This article analyzes the concept of Limits on the Power to Amend the Constitution in light of the concept of Democratic Legitimacy, proposing an alternative constitutional design from a realistic and critical perspective. The first concept is examined through a classification of each of the existing limits, as well as the general concept. The concept of democratic legitimacy is analyzed from the conceptual historyperspective on the development of the concept of legitimacy, concluding that legitimacy is guaranteed by the consensus of the people. The article suggests viewing Constitutions as political texts negotiated among human beings and therefore subject to any criticism and change, rather than the analysis that mythicizes both the primary Constituent Power and the Constitution itself, which runs counter todemocratic legitimacy.

The article presents considerations on the advantages of Parliamentary regimes over presidential and semi-presidential ones, in relation with the preservation of democratic systems. However, in the specific case of Peru, it does not seek to demonstrate that, if such a regime were adopted, it would constitute the most advisable option, nor that the forceful overthrowing of democratic governments will be avoided. Rather, it is claimed that parliamentary regimes provide a more flexible framework for resolving political crises, and therefore diminish the likelihood of the disruption of democracy.

Since the consolidation of democratic governments in Latin America during these last decades, the debate sustained from political theory about the type of government needed for the region had been basically foreclosed. The discussions held circled around how to best optimize democracy (whether it be delegative or derivative) and its institutionalism. Nevertheless, the eruption of a new populism gave a new turn on this academic concern. With its proposal of a radical democracy, the new Latin- American populism defied what had become a common sense for it: that liberal democracy was the only viable change of government for the region. In this article, we try to critically appreciate both paths, and propose a third one where their contributions are reconciled and their limitations amended.

Exceptions aside, the production of timber from natural forests in Peru does not result from the application of sustainable forest management. Therefore, wood exploitation degrades the forest and contributes to severely reduce its ecosystem services. The most evident direct cause of degradation has been the transfer of responsibility for forest management to the private sector, which, under the current and predicable economic and social context, is unable to carry out a sustainable management that is also profitable (Dourojeanni 2019, 2020). This article critically examines constitutional courts in Latin America and raises the need to rethink the control of constitutionality from a deliberative perspective. Following Fernando Atria's criticisms and reflections on issues such as neoconstitutionalism, constitutional jurisdiction and constitutional concepts, as well as his conception of democratic deliberation and that of Jürgen Habermas, it integrates Hélène Landemore's proposal on open and lottocratic democracy as a way to democratize the control of constitutionality, with a view to laying the foundations for an institutional redesign that overcomes the limitations of the current judicial model and revitalizes the democratic principle.

This paper presents a theoretical exercise to obtain the maximum number of candidates to be submitted to presidential elections to avoid a second round. The method used to achieve this goal is to obtain the probability density function of the number of candidates from the average of the ratios of the political preference share, establishing the likelihood that someone to be elected president in the first round on 1%.

It also investigates whether there are significant differences for these same variables in independent samples that consider demographic factors. It is a quantitative research, with non-experimental, correlational descriptive design. A total of 9 944 students answered this censal survey, participating all students, from third grade of primary to fifth grade of high school engaged in literary circles in any of the 43 schools of the project located in Lima, Callao, Piura, Cusco, Apurímac, Huancavelica and Puno, both in urban and rural areas. This paper highlights the need to examine the role of a constituent assembly within a democratic and constitutional system. To this end, a detailed analysis of the issue is undertaken on the basis of doctrine and constitutional history. It is concluded that the purpose of a constituent assembly is to establish a constituent power and to reform the constitution. Constituent power is the ability of a society to create or reform fundamental rights and the structure of government. This research intends to value citizen and democratic culture in Arequipa based on certain sociodemographic variables. The Scale of Citizen and Democratic Culture (Arias & Banda, in press) was applied to 805 inhabitants of metropolitan Arequipa, and the data were analyzed comparatively according to sex, age, marital status, degree of education, and socioeconomic level. The results indicate that taking into account the marital status, the divorced, separated, and widowed have the highest scores in terms of the quality of government (F(3, 805) = 6.875, p <.001; η2 = .025), civic culture (F(3, 805) = 2.82, p = .038; η2 = .011) and freedom and democracy (F(3, 805) = 5.289; p = .001; η2 = .020).
