The digital divide comprises severallevels ofinequaliry of the region compared ro other societies of the world and at the same time with those inside rhe subcontinent and within its different countries. Promises of democratization and of developrnenr are still somerhing ro be reached. This conrributes also to quesrion rhe norion of development itself.

No obstante el incremento registrado en algunos indicadores de incorporación tecnológica, como el de la telefonía móvil, América Latina continúa rezagada en su camino hacia la Sociedad lnfomwcional. La "brecha digital" comprende varios niveles de desigualdad de la región respecto de otras sociedades del mundo como también dentro del propio subconrinente y en el interior de sus distintos países. Las promesas democrarizadoras y para el desarrollo siguen como algo por alcanzar, hecho que además contribuye a poner en cuestión la noción misma del desarrollo.

Bolivian mass media are living a credibility crisis caused by politization, the frequent use of sensationalism and their common professional mistakes. These characteristics have been increased in today’s highly conflictive democratic reorganization times. Media were narrators but became real actors of political conflicts. For this reason, and in the context of a polarized society, media are also turning into victims or instruments of clashes. Their challenge now is to endeavour for the development and practice of a true democratic culture.
