The purpose of the study is the diagnosis of practice and the introduction of new legal norms and digital technologies of municipal administration; life quality improvement and sustainable socio-economic development provision in all municipalities of vast Russia. The article analyzes the necessary changes in the Constitution of the Russian Federation (1993), which should ensure life quality increase and accelerated socio-economic development of municipalities. In this paper we analyze the most stable structure and the evolution of the reactivity of local using the indices of Fukui in systems phenolic substituted in position-para as amending function based on different methods. The results explain the substitutions: Electrophilic and aromatic nucleophilic and acylation in phenolic systems. The calculations were carried out at a level: HF/3-21G, B3LYP/3-21G, B3LYP/6-31G(d) and MP2/6-31+G(d), established the level of calculation for each type of reaction studied.

Autism Spectrum Disorder (ASD) is considered a neurodevelopmental disorder, whose prevalence has increased in recent years, showing in some cases deficits in the cognitive area, with processing speed (PS) being one of the affected variables. Therefore, the present study aims to: 1) compare the scores obtained in relation to the PS variable between students aged 6 to 11 with ASD and their peers with neurotypical development in Metropolitan Lima; and 2) establish the PS profile of the included students with ASD. For this, 30 children aged 6 to 11 attending to regular basic education institutions (RBE) in Metropolitan Lima were sampled, 15 with neurotypical development and 15 included with ASD. This research is aimed at assessing if, with appropriate training, police can improve the identification of emotions expressed facially by a person versus those participants who do not receive any training. For this study we have included 11 emotions (7 basic and 4 new ‘added’) in order to identify if the 4 new ‘added’ emotions are detected in the same proportion as the basic ones.The results show that adequate training in facial identification of emotions substantially improves the cops’ ability to read facial expressions or any other non-verbal behavior. However, it would be interesting to delve into the overall formation of communication (verbal, paraverbal, facial and body) and not only in the facial in order for police to have more and better knowledge in verbal communication that is applicable practice in their functions as representatives of the law.

En esta tesis se aplican por primera vez métodos basados en modelos sin discretización espacial para detectar y localizar fugas en una planta piloto de transporte de fluidos. Basado en un modelo matemático que describe la dinámica de fluidos dentro de la tubería de agua mediante dos ecuaciones diferenciales parciales que son hiperbólicas, lineales, unidimensionales y acopladas, se deriva y diseña tanto un observador dinámico como algebraico. El diseño del observador dinámico combina un enfoque de Luenberger con una transformación de backstepping para demostrar la estabilidad asintótica del error del observador. The automatic characterization and classification of plant species is an important task for plant taxonomists. On this work, we propose the use of well-known pre-trained Deep Convolutional Neural Networks (DCNN) for the characterization of plants based on their leaf midrib. The samples studied are microscope images of leaf midrib cross-sections taken from different specimens under varying conditions. Results with traditional handcrafted image descriptors demonstrate the difficulty to effectively characterize these samples. Our proposal is to use DCNN as a feature extractor through Global Average Pooling (GAP) over the raw output of its last convolutional layers without the application of summarizing functions such as ReLU and local poolings. This paper analyzes the information treatment of the Mapuche people in the newspaper El Mercurio during two periods. First, between 1950 and 1973 (twentieth century); and second, during the years 2010, 2013 and 2014, (21st century). To this end, a corpus of 340 journalistic texts has been selected, of which 147 correspond to the 20th century (1950-1970) and 193, to the 21st century (2010, 2013-2014). The analysis shows that most of the frames are linked to conflicts, criminal prosecutions and arson attacks; so that El Mercurio prioritizes connotations and negative events to inform about the Mapuche indigenous people.
