The problems of preserving the language and culture of small ethnic groups are relevant in world society. The Yukaghirs are one of the disappearing ethnic groups due to their small number and long-term adaptation in a multi-ethnic environment that does not contribute to the development and preservation of linguistic and cultural traditions. The lack of a language environment, scientifically grounded educational programs and teaching materials, violation of psychological foundations that contribute to the preservation of an ethnic group are the main bases of the relevance of the study. To solve increasingly complex global health problems, health professionals must collaborate with professionals in non-health-related fields. The Universidad Peruana Cayetano Heredia and University of Washington created the NIH-funded Kuskaya training program in response to the need for transformative global health training for talented graduates from all disciplines. Kuskaya is a 1-year, interdisciplinary training program that teaches Peruvian and US graduates critical skills related to public health research through the design and implementation of a collaborative research project in Peru. This teaching experience seeks to propose an organizational knowledge management model for the training program developed by the Agrometeorology Department of the National Institute for Agricultural Research (INAI, in Spanish) of the State of Anzoátegui, Venezuela. The problem solution protocol deriving from the application of learning cycles, TADIR (Translation, Analysis, Design, Implementation and Revision), was used. El presente trabajo consiste en la elaboración de un planeamiento estratégico para el Distrito de Catacaos ubicado en la Provincia Piura, Región Piura, enmarcado en el modelo secuencial del proceso estratégico elaborado por el Dr. Fernando D´Alessio Ipinza. En Catacaos existe una deficiente infraestructura educativa pública, así como en los servicios de luz, agua potable, alcantarillado e infraestructura vial, los cuales son factores claves para el desarrollo social. Estos problemas se acrecentaron debido a los efectos del Fenómeno del Niño Costero, lo que ocasionó un retroceso en la infraestructura del distrito de casi 40 años; se requiere cerca de S/ 600 millones para la reconstrucción total del distrito.
