With the purpose to solve recurring problems about governability of the peruvian Republic corroded by mediocrity and corruption, and in order that the long-standing exclusion from the life of the nation of part the Peruvians who trace their origins to Caral and to the Tahuantinsuyo and having started 'ethnic revolutions' in defense of their territories and rights, in this essay I proposes to spend the constitutionalism of the legislature as a mechanism to reform the 1993 constitution, the ataráxico constitutionalism that gives stability to the republic and pro: mote consensual constitutional reforms to prevens us from falling in to similar couse to that the followed villages Bolivia and Ecuador to approve his recent constitutions; and we can move forward with prudence and certainty toward a truly pluralistic society and an effectively sovereign state.

In an fast-paced world like that of these days, in which information and knowledge change in thousandths of seconds, and therefore education at all levels must adapt to this. Teachers, who are at the center, must carry out all their activities urgently due to media pressure in their environment, the pressure from authorities, coworkers and even their students. This  can lead to stress over time, that is why this research focused on relating stress and psychosocial factors in teachers from Latin America, North America and Europe, involving in a non-probabilistic sample  n = 81 teachers from different countries, at basic education and university levels. Objectives. The aims of this survey were (1) to assess the quality of asthma treatment and control in Latin America, (2) to determine how closely asthma management guidelines are being followed, and (3) to assess perception, knowledge and attitudes related to asthma in Latin America. Methods. We surveyed a household sample of 2 184 adults or parents of children with asthma in 2003 in 11 countries in Latin America. Respondents were asked about healthcare utilization, symptom severity, activity limitations and medication use. Results. Daytime asthma symptoms were reported by 56% of the respondents, and 51 % reported being awakened by their asthma at night. The fertility of Latin America is gradually decreasing as it determinants exert their influence on the number of births: economic development, the participation of women in the workforce, rural urban travel, motivation and preference for girls families, changes in intermediate variables, etc., lead to lower fertility figures in the near future. It is difficult to foresee the rate of this decline, but the experience observed in Costa Rica is an example of rapid changes in this variable. The doctor and especially the ob-gyn, have increased public demand for medical care in relation to the changes and reduced fertility.

Heavy rainfall events were observed in January along the dry southern coast of Peru, resulting in some locations breaking precipitation records of more than 30 years. Heavy rainfall during February led to 42 landslides across Peru and, by the end of summer, 77 people were reported dead, 165 wounded, and 3285 affected. More than 2600 homes were destroyed by floods and landslides. In the Bolivian Andes, an intense rainfall event triggered flash floods when 55 mm fell in Cochabamba on 20 February. This was Cochabamba’s fourth-highest daily precipitation on record and produced 2019’s biggest flood on the Rocha River.

General review of violence in Latin America is done. Classification of violence is that of the World Health Organization’s. Violence in Latin America indices are presented, especially political violence, violence to children and adolescents, violence to women, adults and older adults, where high rates are noticed, with particular analysis in each country. Regional efforts to reduce violence rates are described. Comments on results of Peruvian Truth and Reconciliation Commission final report are done, especially on the Reparation Integral Plan to relieve violence consequences on victims. The world is undergoing a process of broad, complex, fast and non-sequential change. Part of this change has been the growing development of the Pacific Ocean Basin, a fact that has enhanced the geostrategic relevance of Latin America as the great bioceanic territory. The region does not have a multinational agenda in this regard. Its public administrations have not been able to solve pressing chronic problems, the solution of which is essential to advance in the indispensable strategic integration for the development of joint actions in the aforementioned Basin. The COVID-19 pandemic has shown the ineffectiveness of our Latin American public administrations controlling it, as an example of what is urgent to correct. Possible solutions are proposed.

A thematic review on MELAS in Latin America between 1990 and 2021 was conducted through a systematic literature search on LILACs, Scielo, PubMed/Medline and Scopus databases. Nineteen case reports/series out of 966 publications were selected and included 51 patients, 42 of them with genetic diagnosis reported in eight Latin American countries. The m.3243A> G variant was the most frequently reported, the mean age at onset being 12 ± 9.7 years, with a mild female predominance. The most frequent neurological features were stroke-like episodes and seizures. Neuroimaging tests highlighted ischemic stroke-like lesions as well as calcified lesions in the basal ganglia.
