In this article, the author analyzes the impact of the Kantian concept of human dignity in the UN Convention on the Rights of Persons with Disabilities. Likewise, the author elaborates a critique of the principle which argues that persons with disabilities’ individual autonomy and capacity to make decisions must be respected, regardless of the particular circumstances of the case, and finally proposes an interpretation of this principle based on the principle of equality.

Aprovechando la visita del profesor Manuel Atienza por la distinción de Doctor Honoris Causa conferida por la Pontificia Universidad Católica del Perú, THEMIS Revistade Derecho tuvo la oportunidad de conversar sobre los desafíos de la Filosofía del Derecho en la actualidad dentro del esquema del Estado Constitucional.

It has been traditionally argued that the viceroyalty was an institution of Aragonese origin, which evolved over time. This paper presents a different thesis. The vice-royalty was a creation of the administrative and political reforms that took place under Charles V. Based on the ideas and projects of the Great Chancellor Gattinara to deal with the complex governance of a universal Empire, the viceroyalty was configured as a suitable management resource. The viceroyalty, although known and applied in earlier times, took shape at the Cortes of Monzón in 1528 and at the meeting in Genoa in 1529, emerging as the way to govern from a distance and manage the absence of the king. The viceroyalty therefore took on a different dimension from 1529 onwards, or, if you like, it was invented.

El objetivo de la institución fue determinar la actitud de los usuarios hacia la información digital y las tecnologías de comunicación. Su diseño fue descriptivo, con muestra de 20 usuarios, a quienes se aplicó cuestionario. Las personas están recibiendo muchas veces información digital, 47.5%, y aquí predominan las mujeres (25.0%) y por grupo por edades, de 25 hasta 40 años (20%). Las personas consideran muy importante para controlar su salud, 51.4%, formado por hombres (32.4%) y observando por edades, menores de 25 años (21.6%). Los hombres otorgan mucha utilidad para conocer su salud, 32.4%; y los menores de 25 años, 18.9%. La mayor información recibida corresponde a horario de días y horas de atención, 59.46%. The COVID-19 pandemic had a significant impact on medical care and medical education in Peru.  In response, the Peruvian American Medical Society (PAMS), a charitable medical organization based in the USA, pursued its medical and educational missions in Peru by adopting virtual learning technology. We developed closer collaborative relationships with several medical schools and the Peruvian Association of Medical Schools (ASPEFAM) while offering a faculty panel of twenty-four members to provide lectures and multidisciplinary webinars in Spanish. We conducted 19 webinars including COVID -19 and non-COVID-19 related topics that over the last two years attracted 14,489 participants from 23 countries. As of 2024, medical school graduates who wish to pursue graduate studies in the U.S. or in Canada, they must have graduated from medical schools with quality educational programs endorsed by recognized agencies, capable of granting international accreditation.   The World Federation for Medical Education (WFME) is one of these agencies.  The WFME accepted the new accreditation policy of the Educational Committee for Foreign Medical Education (ECFMG) whereby physicians applying for ECFMG certification from 2024 onwards, must have graduated from a university medical center accredited by a quality assurance agency that is recognized by the WFME. Presentamos la experiencia del Policlínico de la Peruvian American Medical Society (PAMS) en Chincha, en la ejecución de misiones médico-educativas en la región Chincha. El Policlínico PAMS presta atención médica general y especializada a la población de la zona, seis días a la semana. Además, recibe misiones médicas que vienen generalmente de los EE. UU. Desde 2011, se han recibido 43 misiones médicas. La composición y la naturaleza de las misiones han cambiado con el tiempo. Los primeros años se atraía a especialistas con el énfasis de traer equipos e insumos para mejorar la infraestructura del Policlínico. This essay is a review of the main activities carried out by the Peruvian American Medical Society (PAMS) in terms of health cooperation in Peru. In the last 48 years, PAMS activities have been evolving, going from assistance through medical missions, to capacity transfer and strengthening of Medical Education in Peru. Likewise, PAMS has demonstrated the capacity to provide support in contingency situations, such as the latest activities in support of the country during the COVID-19 Pandemic. The lessons learned from this cooperative experience are analyzed, recognizing future possibilities that may contribute to the strengthening of the Peruvian Health System.

Si revisamos la historia de la educación en Puno, encontraremos fácilmente un valioso conjunto de ideas y experiencias iluminadoras que probablemente no tienen igual en otros departamentos del país. A comienzos del siglo, Puno fue un agitado escenario de la lucha de los campesinos por la escuela, que no era aceptada por el gamonalismo que imperaba entonces. Manuel Camacho Alka y su modesta escuela de Jutawilaya, en Platería, puede ser considerado una figura símbolo de esta lucha.
