As the title of the journal says, our articles are related to the topic of State policies in communities that suffered political-military violence during the so-called internal war years, that is, 1930-1996. The Truth and Reconciliation Commission, which has begun its work these days, has placed in the national opinion in the first place precisely the issue of the effects of violence on peasant communities, especially in the Andean region, and that it made the State as guarantor of the rights of individuals and communities.

The title of this work has been carefully chosen, because there are people who in the name of God have killed human beings, most of them Christians, poor peasants, children, young people, women... And tragically, as Jesus himself announced Just before being assassinated by the religious authorities of their time, they believed they were doing good and even serving the God of Jesus. I had that experience in front of people who believed they were serving God and killed their brothers, some directly and others allowing this to happen, that is, being complicit in silence or indirectly collaborating with an anti-subversive struggle that has produced the majority of the disappeared detainees of the last 20 years. This article is part of a more extensive and documented text that I am preparing as a contribution to the tasks of the Truth and Reconciliation Commission.

The author of this investigation was in the community of Iscahuaca from November 4, 1997 to June 26, 1998. Months during which the community was in full rainy season, from December to mid-April. This, on the one hand, made work difficult, especially to get around on foot, but it was important to see the community during the two most important climatic seasons in the Peruvian highlands, that is, from November to April, during rains, and from May to October, dry or summer time, although it is good to remember that there are always advances or delays in the beginning and end of these two great seasons.

We start by saying that one is educated to be a woman or a man because we understand that one is not only born a man or a woman, but that biological determinations need, and in fact they are, to be completed via an infinity of sociocultural mechanisms of all kinds to become a man. or woman within a given culture in time and place. Another presupposition from which we start is that cultures are always in a process of change and that speaking of Andean peasant communities, and in general of Andean culture, is a fairly broad and somewhat generic term, since the communities are in a process of change. of permanent change and that, according to the ethnographic data that we have or choose, we can say if these changes are fast or slow or superficial or fundamental.
