This paper discusses the changes to the rulemaking process performed by the National Health Authority (ANS) during a decade, as an expression of the exercise of its health-related regulatory function. Before the implementation of said changes, the initiative for rulemaking was freely taken by the proposing entities. This situation led to an increased risk of mistakes, and the lack of a standardized methodology and an organized structure of the Regulatory Documents (DN) to be approved by the Ministry of Health. As a result, the National Health Authority decided to organize and standardize the process, in order to reduce the risk of mistakes during such rulemaking process. This study describes the axiological model of the technological package as a pre-patentable foundation of innovation, designed to articulate the value dimensions underpinning validation, transfer, and potential impact on preventive health. A descriptive, non-experimental study with a qualitative–analytical approach was conducted through structured documentary review and hermeneutic content analysis. The results present a systemic model that integrates ethical, technical, and social principles, structuring the innovation process from need identification to product commercialization and maintenance. Autism Spectrum Disorder (ASD) is considered a neurodevelopmental disorder, whose prevalence has increased in recent years, showing in some cases deficits in the cognitive area, with processing speed (PS) being one of the affected variables. Therefore, the present study aims to: 1) compare the scores obtained in relation to the PS variable between students aged 6 to 11 with ASD and their peers with neurotypical development in Metropolitan Lima; and 2) establish the PS profile of the included students with ASD.
