Social networking sites have had a significant impact on politics and democracy. They can bring about positive changes that contribute to establishing a more effective and complete democracy. In this study, we investigate the relationship between social networks and democratic effectiveness in Latin American countries. We conducted a quantitative and inferential statistical analysis using representative surveys from2023 to demonstrate that the internet and social networks have a notable impact on the democratization process of these countries. Our study challenges the hypothesis proposed by Lipset that a nation’s economic prosperity contributes to strengthening democracy.

The dispute on the type of democracy is what lies under the academic study, of a normative nature, on the role of media in society. An example of it is the Theory on Social Responsibility, expressed at its best in the works of the Hutchins Commission. It came to compel the media enterprises, as well as government and public in general, to accept conscientiously their role in society, and to assume a number of principles which would correct the unfocused exercise of free press, and limit the social unbalance that could arise from it.

The understanding of democracy as a political organization form, has in many scenarios the debate on how pure is in a representative form and how effective is when is “pure” or direct democracy, as well as thought for the “polis” or places with an specific geographic location, contrary to the Saskia Sassen concept of “global cities”. From this discussion, we can address the television as a twentieth century mass media, funded and operated by governments or private companies, exercising symbolic power in a nation, as seen by the John B. Thompson power forms in modern societies, and as an organizational form that clearly exemplifies a representative democracy from the choice of themes, characters, speech and even workflow technology. The Web 2.0 TV not only allows this massmediatic TV to migrate to a ubiquitous environment, flexible and powerful (that of cloud computing and mob...

Retrospective of Peruvian education in the last century, which distinguishes four demarcating milestones: 1. Education as a privilege in oligarchic society; 2. The crisis of the oligarchic state and a new order in education; 3. The counter-reform and the commodification of education and social rights; and 4. The civilizational crisis and the questioning of the neoliberal educational model. The article makes a reading of the relationship of education with power, with society and with the process of transformation of the country. Starting from a combined analysis of five components, a general and articulating interpretation of what happened in Peruvian education in the last century is attempted. These components are: political time, the role of the State, the right to education and the priority of education on the agenda. It is possible to visualize the advances and setbacks of a process t...

This paper proposes to explain the perception about China and the opinion making in Western social networks. It explores the most commented news (in BuzzSumo) in 2017. Through quantitative and qualitative analysis content, shares, commented and likes are quantified; positive and negative perception indicators are measured; the most repeated words (Wordclouds.com) are selected, and the texts are analysed and interpreted. The monitoring of network users (graphs theory and Gelphi) shows the relationship among them. The triangulation of methods and sources is completed with a survey. As a result, the perception about China on the social networks varies depending on the subject and on the distance. The users show concern about the economic and military power of China, but they consider the Chinese population as peaceful, collaborative and hard-working. The social networks operate&nb...

Several academic studies have confirmed that young university students are using social media to get information about what is happening with their communities. This article explores what are the levels of consumption of traditional media, as well as digital media of young Mexican students from different regions of this country. The research was carried out in the context of the presidential elections of 2018. More than 1200 questionnaires were applied on line. The main objective of the research is to understand both traditional and digital media consumption and how these factors affect the political participation of this group of the population, inside and outside the internet. Among the main results expected to find a growing trend in the use of digital media to the detriment of the traditional, as well as a close relationship between political participation and media consumption.

A decade after the #YoSoy132, a student movement that gained notoriety in the global traditional and digital media agenda, is investigated the role of Twitter in the emergence of the event that meant the first relevant call to collective action in the Internet and social media era in Mexico. Based on a Bauman typology of leaders of authority, it was found among the 50 most retweeted messages that promoted the hashtag #YoSoy132, in May 2012, the presence of dynamics observed since the days of the mass media, such as agenda setting and the two-step flow theory. This points to the permanence of traditional media opinion leaders as gatekeepers who filter the information they consider relevant from the digital environment, but where there are also leaders of authority: social actors who make the collective demands visible within the current media environment.

This article outlines the substantive content of Latin American Indigenous Constitutionalism; as a locution of millenary cognitive practices, social mobilizations and emancipatory uprisings that validate the collective epistemological construction of the managerial sense of the State, society, and life: this is their standard of recognition. One goal is to connote how this Constitutionalism radiates a political approach that unhinges the legionaries of nineteenth century, of transnational constitutional theory and the “Lex Mercatoria”; And, in the other side, reveal the ineffectiveness of the so-called New Constitutionalism implemented under the guidelines of the Report of the Trilateral Commission of 1975. This article analyses how the concept of citizenship is addressed in 15 Peruvian cybermedia platforms and how Internet users use this term on the basis of the information published, in order to know the semantic coincidences and differences in media and public agendas. This research was carried out using a mixed method which combines the classical analysis of news’ content, computer analysis of users’ comments and interviews. Among findings validated by media journalists, the little attention paid by platforms to citizens is highlighted, as well as the divergence between the approaches of the senders and users. Some solutions to the abovementioned misunderstanding in this field of unquestionable public interest that affects both public debate and the development of citizens who are aware of their roles in society are proposed.

The recognition of the human condition of the Andean, Amazonian and coastal society on the eve of the Bicentennial is still a fundamental problem, on the part of some people who exercise politics or perhaps it is pertinent to call it politicking, this action will always cause discomfort and instability to the citizens in our country. The lack of axiological praxis on the part of many citizens who hold political office is to be noted more clearly, but it is also inconceivable that some conservative sectors in our country are showing naivety, under the aphorism of being good men who defend democracy. The problem lies when these people within their discourse advertise fallacies and classify in a whimsical way people who do not share their same ideas. Finally, the defenders of democracy end up wanting to give orders to the institutions of the state, violating the autonomy of the powers of t...

The Peruvian university is not depositaria of the technological or scientific truth like constituting itself in the axis of the national development, central fact that it motivated the execution of the present investigation. In the historical period of the Spanish coloniaje, as well as in the republican life the University did not have, nor has to the date, own personality like becoming, in the axis of the national development, because she has not formed herself according to our reality and I interest nationals, has not changed the political scheme of the origin of the world-wide university, simply adopted the conception, the method and the government of a millenium ago of years, therefore it is a dehumanized center, in which it prevails the cientificismo and university or been out of phase theories and lacks the democratic advances that must have by their importance in the world-wide so...

Since ancient times, human beings have organized ourselves in more or less complex societies, around centers of power that most likely originated from family authority figures, whether maternal or paternal, so that in many cultures the king he was considered the father of the town; Since then, as social groups have increased in size and complexity, this figure of authority began to be exercised by defined social groups, such as the nobles, whose kinship with the monarch meant a privileged position within the community." Before the birth of democracy, most of the states were governed by the aristocracies, which, as we know, was the government of a small group of people who generally came from noble families.

This article studies the effectiveness of websites of Chilean deputies as a communication tool. Researchers conduct a content analysis of the entire website of parliamentarians at two moments: 2015 and 2018. A first fact is that only half of the deputies have a website, rejecting its potential as a communication tool for citizens. In addition, none of the 129 websites analyzed, 66 in 2015 and 63 in 2018, is effective in terms of digital communication, underutilizing the informative and dialogical potential of this tool. The article also provides information about the use of Facebook and Twitter by parliamentarians. In the light of the results, the websites of Chilean deputies are used in the old logic of mass communication that includes a sender and a passive public, contradicting the digital democratization that characterizes the communication of the 21st century.
