The independence processes in Central America and Peru are the result of a set of thoughts and actions of change of the Spanish colonial system, conceived by various characters, who promoted emancipation and outlined the new structure of the liberal State in the first half of the 19th century, based on the principle of the separation of powers, a concept bequeathed by the French school. In both processes, two wise men who exerted a notable influence stand out, José Cecilio del Valle in Central America, and Hipólito Unanue in Peru, who with their reflection and dedication were decisive in the formation of consensus that forged the emancipation and creation of new independent political units.

Social innovation is recognized by multilateral organizations as a way to cope creatively and collaboratively with social demands that are not satisfied, neither from the public nor from the private. This challenge requires management reliable relationship between actors with diverse and sometimes conflicting interests. In this sense, the social function of public relations (PR) can provide an important service to prevent resistance to social changes that involve innovation processes. En el marco del décimo aniversario de la apertura del mercado de telecomunicaciones en Costa Rica, se hace relevante mirar hacia atrás y valorar el camino recorrido hasta ahora. Esta apertura ha presentado, desde luego, una serie de desafíos; empero, también ha confirmado la importancia que tienen las potestades atribuidas a la Superintendencia de Telecomunicaciones (SUTEL) para promover la competencia. Con todo, aún nos encontramos en un proceso de transición que no ha culminado, pues sólo ciertos servicios han sido declarados en competencia efectiva, lo cual representa un enorme reto ante el despliegue de nuevas tecnologías.

Disruptive technologies and their impact on journalism and communication force us to assume challenges in learning new techniques for data and information processing. Interdisciplinary knowledge is evident in the teaching of new professional profiles. Data journalism is an example of this, so the immersion into a data culture must be preceded by awareness in the learning of news applications, algorithms or the treatment of Big Data, elements that configure new paradigms among journalists of the media on the Internet. With the revision of texts, direct observation of selected applications and case study, some conclusions are established that contain a growing demand in the knowledge of new techniques. The results show the use of technological resources and the proposal of changes in the curricula of the communication faculties.

All society is constructed with uses, customs and values which are importants assets to their citizens, so they must protect them. These, rights, assets are not absolute, and are changing with the course of time. Some of them because of their importance and transcendence are constituted in main paradigms of the corresponding society. The research proposes a three-dimensional psychosocial and cultural model to develop creativity in primary educa-tion. The benefits of boosting creativity in children between six and twelve years old were the starting point. On the other hand it aims to re-address the training process that teachers carry out in different areas. It interacted from the empirical-analytical paradigm with the intention to demonstrate the problem diagnosed in children from the multiple intelligences approach, and to justify the proposal to teachers. This article exposes and argues the learning theory called connectivism; a new learning paradigm that is beginning to be applied in this digital era, based on the interconnection of the nodes of a wide network of information and knowledge. The paper mentions some theories that gave rise to this new type of learning, as well as the foundations of this theory by its creators and advocates. The role of the teacher in this new form of learning and the importance of the student or participant node are explained; also, how this theory could evolve by implementing artificial intelligence and how intelligent connections could be achieved. Finally, the theory is projected to a new form of learning based on artificial education, resorting to intelligent nodes and conjecturing, in a certain way, the rupture of the indispensability of the teacher in this learning process.

The inclusion of the category cultural heritage within the conceptual framework of the cultural heritage implies a deep change that could even be considered the arising of a new paradigm, despite of the fact that it follows a tendency previously marked by other inclusions (i.e. cultural landscape and serial heritage).
