Con motivo de la IX Asamblea General de ICOMOS en Nueva Delhi (2017), a través de un sello editorialinterinstitucional, se editó el presente trabajo monográfico sobre el proyecto que le da título, el cual fue llevadoadelante por el Ministerio de Vivienda y Asuntos Urbanas de la India (MoHUA).

The inclusion of the category cultural heritage within the conceptual framework of the cultural heritage implies a deep change that could even be considered the arising of a new paradigm, despite of the fact that it follows a tendency previously marked by other inclusions (i.e. cultural landscape and serial heritage). Huge projects such as the Qhapaq Ñan and the Silk Road and others promoted by UNESCO are a demonstration of this statement. They imply a geographic scope and diversity that would even not be in the previous imagination. In this article, we follow the most important steps in this inclusive process which is arising the academic and cultural interest for the last years. There are, nevertheless, some conceptual gaps and vagueness which we analyze in this article. Con una periodicidad anual, Turismo y Patrimonio, revista publicada por la Facultad de Ciencias de la Comunicación, Turismo y Psicología de la Universidad de San Martín de Porres, adquiere cada vez mayor madurez. La línea editorial de la revista enfrenta ahora el reto de la indexación, para lo que su formato se ha tornado más cuidadoso y la selección de artículos más exigente. Se ha reforzado notablemente los comités Editorial, Científico Nacional y Científico Internacional. El presente número ha sido, a su vez, organizado en torno a propuestas temáticas contenidas en secciones, lo que constituye un reto interesante al brindarle una presentación más académica y que ayuda al investigador a ubicar sus campos de interés.

Bajo el título Memoria territorial y patrimonial. Artes y fronteras, se presentan los trabajos expuestos en el Primer Coloquio Internacional Creaciones geoartísticas, realidades geopolíticas, las fronteras y la movilidad desde los sitios históricos de Carabayllo, Lima, promovido sobre todo por el tesón de Juliana Zevallos, una de las editoras.

La vida y obra de Víctor Pimentel Gurmendi forman parte importante de la historia viva de la conservación del patrimonio cultural en el Perú. Como afirma Beingolea en la selección biográfica que narra los capítulos más trascedentes de la vida del viejo maestro, “A sus 87 años, VPG continúa vigente y activo en la defensa del patrimonio monumental, como parte del patrimonio cultural y natural, mantiene firme su postura ética, capaz de soslayar sus propios intereses personales. Defiende una visión integradora, inclusiva, ecuménica del patrimonio y del ser humano que constituye su origen y quien la da finalidad y sentido” (p. 16). El libro que reseñamos trae a las nuevas generaciones el pensamiento de VPG y, por ese hecho, constituye un aporte trascendental de cara a la recuperación del rol del patrimonio en el Perú, labor a la que VPG ha contribuido de manera notable.

The concept «world heritage» arises after the approval of the World Heritage Convention of UNESCO in1972. This document is focused in promoting the international responsibility towards the right conservation of cultural heritage goods that joint a special interest for the human community as a whole. The theoretical improvements on an academic issue require developing criteria useful to contrast andcompare different concepts under discussion. In the former issue of Patrimonio Cultural y Turismo (Nº 7,December 2012) we proposed a first approach to this kind of exercise concerning to “cultural routes”concept. In this article we elaborate a more detailed comparative approach, considering the same criteriaproposed to distinguish between cultural routes (or patrimonial routes if we use the terminology used in theOperational Guidelines of the World Heritage Convention) and other kind of routes which are not historic,but designed through different motivations and elements

Se revisa la estructura del recientemente creado Ministerio de Cultura del Perú, su organización y sus funciones, encontrando una serie de vacíos, incongruencias o carencias que se requiere superar. La reciente creación del Ministerio de Cultura, mediante Ley 29565, marca un punto de inflexión en las políticas culturales en el Perú, incluyendo la relativa al Patrimonio Cultural de la Nación. Es, sin embargo, necesario realizar un ejercicio de reflexión académica sobre el proceso de creación de este nuevo ministerio, partiendo de su misma norma fundacional, en la que se encuentran algunos vacíos y deficiencias que analizamos aquí.  

El presente artículo trata sobre la categoría de itinerarios culturales, presentándola primero desde un punto de vista conceptual, y orientando las reflexiones posteriores al tema del uso turístico sostenible de estos elementos complejos del patrimonio cultural. Se hace un deslinde necesario entre rutas creadas desde el punto de vista turístico y otros (donde la imaginación y la creatividad juegan un rol importante) e itinerarios culturales desde el punto de vista patrimonial, donde se trata de usos del territorio con fines de movimiento de personas que son históricamente ciertos, determinados, precisos, que se pueden diferenciar e individualizar, de tal modo que son reconocibles como integrantes del patrimonio cultural. Se plantean alternativas para el uso turístico sostenible de estos bienes.
