The current circumstances further merit investment in scientific research, to contribute to the homogeneous sustainability of the world population. The economic resources destined to the research field must be prioritized in order to rediscover what nature holds for the future man. Practical sumptuousness has plunged humanity into a minimalist idea of ??its social condition. The world phenomena of diverse nature are sneaked by a small group of research philanthropists without state economic funds, absolutely relegated by private companies that profit from raw materials.

In social historical development, the base and foundation categories make up two different issues, but in turn, intrinsically connected. There is no object, field or social dimension beyond its reach. Perhaps, metaphorically speaking, base and foundation make up the seal and face of the same coin. The variables, categories, concepts, definitions, assumptions, judgments, reasoning and arguments are determined by their bases and foundations. In this article we intend to answer the questions What do we call base? And what do we call foundation? Two essential issues important for educational scientific research.

Objective. To identify limiting factors in the process of preparing a scientific research project in students of the nursing program at Universidad de Huanuco, 2019. Methods. It was an observational, prospective, and analytical study. Population sample comprised of 60 students. Measurement instruments were: interview guide with general characteristics of the sample. Two questionnaires, preparation of a research project and limiting factors, which were validated. For the statistical analysis, Chi-Square test of independence was used, Odds ratio (OR) estimation and p < 0.05 were performed. Results. Project preparation process in 53.3 % (32) was adequate. This research is based on the problem of communication observed in the Academic Office of Research of the UCV: Universidad César Vallejo Campus Chiclayo (AOR-UCVCH), facing such a situation, it was suggested hypothetically that a proposal of organization and control model, focusing on a manual of procedures which overcomes such problem. For this purpose, it was worked with a population composed of 1 820 registered students in the 16 professional schools at Universidad César Vallejo Campus Chiclayo, taking a sample of 406 students from 1st to 10th period of studies. This is a comment about the situation of the children without parental care, who live institutionalized in the Residential Care Centers, for long periods of time, because their processes of Tutelary Research are not solved. When the children and teenagers cannot return to a family environment, their rights are infringed, especially the right to live in a family environment that contributes to their protection, development and wellbeing. It is an analysis created out of a job  experience, about the situation lived by many children, even since they are born, to whom the system usually does not prioritize the resolution for their legal situation.

The purpose of this article is to expand the taxonomy of the most frequent ethical misconducts currently found in scientific publications. We present examples of fraud in contrast to an ethical conduct in research and publications arising from research. Then, we show the taxonomy in different stages: before, during and after the publication. OBJECTIVE: To identify personal, institutional and contextual factors involved in the scientific papers production process by Medical School researchers. MATERIAL AND METHODS: 1) The San Marcos University Research Activities Registry (RAIS) data base created by the Research Council (CSI); and 2) In depth interviews of intentionally selected informers inquiring about various aspects of the scientific production process. RESULTS: During the period 1990 through 2001 from 994 faculty members, 149 (15%) published scientific papers in journals and registered them in the RAIS. Introduction: Health research priorities definition address research efforts to the promotion of health science, technology, and innovation. Material and Methods: Health research priorities in the Peruvian Social Security for the period 2020-2022 was carried out in four stages using a systematic, structured, participatory and sequential process. Results: First, the progress of the research in the priorities of the period 2017-2019 was evaluated. To analyze collaborative work and its relationship with academic performance in medical students in a research course. Methods.
