A poco tiempo de empezar el nuevo milenio, los problemas derivados del aprovechamiento y la distribución de la tierra en el departamento de Puno, ubicado en la sierra sur del Perú, parecen no tener solución. En las páginas que siguen intentaremos dar una mirada de conjunto a la problemática que afecta a esta vasta y hermoso región del altiplano peruano; hermosa, pero también poco propicia para el desarrollo de la agricultura y de las propia vida humana. Como muchos de los problemas más complejos que afectan a la sociedad, la realidad de Puno no puede entenderse sin mirar a su historia, plena de detalles en el caso de la tierra, especialmente a todo lo largo de este siglo.

Investigadores en el campo de recursos naturales enfrentan el problema de falta de datos. Esta investigación se desarrolló en dos zonas de los Andes del norte: en Perú cuencas de La Encañada y Tambomayo (Cajamarca) y en Ecuador cuencas de Chitán y San Gabriel. El primer paso fue desarrollar, calibrar, evaluar y validar modelos empíricos y basados en procesos físicos para la interpolación de datos meteorológicos en terrenos de topografía compleja. The purpose of the following article is to analyze the problem of land tenure insecurity in rural areas of Latin America. This insecurity translates into the lack of a legal title that accredits a legitimate property right. The author argues that this problem has its origin in the deficiency of the registry systems, the limitation of agrarian reform programs and, mainly, the need for efficient legislation on the subject. This scenario has been affecting an incalculable number of peasants who, in most cases, occupy land without a secure title of ownership and, consequently, without the privilege of a formal registry and the possible exercise of a property right that has been denied to them for historical, legal and political reasons. The recognition of indigenous rights in the Constitution of Venezuela 1999 represents a conceptual tension in the way of conceiving the citizenship: means transit of a homogeneous citizenship to other multicultural character. The study reflects upon the situation of territorial insecurity and the struggle for territorial rights of the Akroá Gamela people, who live in the south of the State of Piauí, characterized by what is called here weak land governance. The indigenous territory studied does not have its homologation process finalized, which means that it does not officially exist, nor does it allow its boundaries to be added to most of the official databases of different governmental spheres. There are conservatively 9.6 million deforested hectares in the Peruvian Amazon. Out of them only 1.9 million support crops and livestock produced each year. The remaining ones, that is four hectares out of every five, is underused or abandoned and partly degraded. It is also known that each hectare in agricultural production produces one-third to one-half of what it could if well-known agricultural techniques were applied. However, deforestation continues at an increasing rate, with 190,000 ha of forests destroyed in 2020. Plasticity of conchological characters had led to erroneous descriptions and the accumulation of synonyms making difficult the discrimination among species. The land snail genus Megalobulimus is an example of this problem. Megalobulimus leucostoma (Sowerby, 1835) has three subspecies which are difficult to differentiate by using the original descriptions. The aim of this paper is to discriminate among the subspecies of M. leucostoma by using morphometric and distribution analyses. Both provide substantial differences between M. l. leucostoma and M. l lacunosus that would not support the subspecies status of the former. En este trabajo de investigación se identifica, analiza y evalúa los tipos de suelos que existen en el Barrio San Juan- Barrio Tangumi – Barrio la Victoria en el del distrito de Soritor, logrando determinar las características geotécnicas que ayudaran a realizar la zonificación del área de estudio. Para realizar el estudio se aplicaron los conceptos fundamentales requeridos en el área de Mecánica De Suelos y Geotecnia, aplicación de la Teoría de Terzaghi, el análisis cartográfico y los respectivos ensayos en el laboratorio de suelos; estos ayudaron a obtener las características fundamentales de los suelos para cumplir los objetivos trazados. This paper focuses on the study of urban planning and its legal regime in Spain. To do so, we begin with a brief reference to the urban and land use planning legislation in this country. Next, we deal with the legal nature of urban plans, and we mention the different types of planning: the general plan and its substitutes, sectorization, partial and special plans, detailed studies and other complementary instruments. Subsequently, we analyze the problems presented by the procedures of approval and alteration of urban plans, and finally, we refer to the situation of “out of order”, derived from changes in urban planning.
