The objective of this article is to determine how to provide legal certainty to the principal in the execution of an incomplete security that has been completed in a manner contrary to the agreements made. The methodology is basic, using a qualitative approach of an analytical nature to provide a solution to a real phenomenon. It has also been developed through a systematic review study. This article analyzes the theoretical and epistemological elaborations of Luhmann about the problem of meaning. This article originates from the problem that has been observed in the prosecution and punishment of computer crimes, since many of these criminal cases usually go unpunished. In this line of ideas, through the aforementioned study, the factors that contribute to the non-criminal punishment of cybercriminals will be fully identified. One of these factors is the non-individualization of the cybercriminal, which is why the representative of the Public Ministry usually files the criminal process, for a simple reason: the formalization of the preparatory investigation requires the full individualization of the subject, otherwise, the investigation cannot be formalized. The problem of informality affects over 80% of the economically active population in Santiago de Surco and thereby limits their access to social services, healthcare, and financial resources. Using a series of sprints and interviews, the researchers collected both qualitative and quantitative data, which shows that informal workers often lack knowledge about how to transition to formal employment. To determine the main socioeconomical factors that influence on the fiscal duties observance in Restaurants from Santa Anita and Miraflores districts, this study was performed. 150 restaurants per district were studied. A validated survey by Cornbach´s alpha was applied. Frequencies were calculated and the socioeconomical factors influence was determined using Xi2 test.
