En el presente artículo, el autor nos presenta los fundamentos que fueron empleados por el Tribunal Constitucional para declarar la inconstitucionalidad de la tipificación de infracciones de la potestad sancionadora de la Contraloría General de la República, por ser contraria a los principios de legalidad y tipicidad, para después referirse al tratamiento que han merecido los referidos principios en la jurisprudencia, doctrina y en la legislación nacional, y finalmente culminar señalando los elementos que, a su juicio, debieron haberse considerado en la resolución del caso, para abordar con propiedad un tema que considera medular en el ordenamiento jurídico, consistente en los estándares para la tipificación de infracciones en los regímenes sancionadores del personal que presta servicios en el Estado.

Research in organizational management faces the challenge of understanding, building and disseminating knowledge about a study object that presents itself as something subjective, difficult and complex to handle: the organizations or a group of them. In this situation, the case study as a research strategy of social phenomena is seen as a relevant option for the researcher, in a context in which the use of intensive over extensive strategies improves the quality of the understanding of this phenomenon in relation to the context in which it occurs. In this perspective, this paper seeks to provide a clearer view of the case study research on organizational management through a review of the literature on the subject and the authors’ own experience on this topic, so that questions about the use, opportunity and feasibility of this strategy will be answered.

The aim of this article is to understand how day-to-day student classroom participation in an ordinary secondary Chilean school contributes to civic education towards democratic competency. The qualitative method adopted an ethnomethological perspective and used participant observation, unstructured interviews and document review techniques, all later analyzed inductively. The results show a lack of definition of classroom participation in institutional documents, sporadic implementation of participating events and a consensual passive role of students in the classroom. It concludes that classroom participation tends to teach students to consider their interactions as interruptions when dealing with their life outside the classroom and illegitimate in their expression, contributing negatively to their development of democratic competency.

Coronavirus disease 2019 (COVID-19) is a predominantly respiratory tract infection with the capacity to affect other organs. Liver chemistry abnormalities are a frequent manifestation of COVID-19 but are usually transient. We describe the clinical course and most relevant findings of 6 patients who developed a cholangiopathy after severe COVID-19. The mean age of the patients, 4 men and 2 women, was 56 years and the mean time from COVID-19 diagnosis to diagnosis of cholangiopathy was 138 days. The features most important were the increase of alkaline phosphatase and destructuring and beading of the intrahepatic bile duct in magnetic resonance imaging. Cholangiopathy after severe COVID-19 constitutes a novel entity with unique features and po ondary biliary cirrhosis. Further studies are required to understand this disease.

Mr. Editor: We read with interest the article "Barriers to safe abortion under Peruvian law" published in the latest issue of its magazine (1). The article is in English version in Scielo-Peru, and in Spanish and English on the website of the magazine. In this regard we analyze the version published in English and found a translation error in two paragraphs that change the meaning of the statement in the article, and suggest the commission of crimes in public hospitals in Peru. Lima is a city where the area of archaeological sites exceeds the green and public areas, this represents an enormous challenge to preserve and reclaim our monuments, so it’s necessary to evaluate the theory with which we face this challenge; This Research reviews conceptual presents a literatura review based in different contributions on the pre-Hispanic territorial model and its evolution over time, it also seeks to contrast the approaches of value enhancement and social use to assess its relevance to the contemporary context of archaeological sites in Lima, its relevance for the city and their value enhancement process, and finally, it analyzes the case of urban dynamics in Garagay to understand its relevance in the urban environment and related concepts of enhancement.

In the 1990s, several Latin American countries privatized their social security schemes to a greater or lesser extent. The main reason for these reforms was the dearth of public PAYG systems. As yet, here is no consensus on how these reforms stand to affect pensions. We focus on the Uruguayan case, where the first generations of the new regime are due to retire soon. Some workers will receive lower pensions than those with similar income and labor histories but who retired under the «transitional» regime. Meanwhile, others will receive higher pensions. We present simulations to help understand the specifics of the problem and identify potential winners and losers.

The San Borja Huaca is in a very distinctive context: at the border of the district of San Borja, at the border of a slum opposed a housing complex, and at the back of large-scale buildings such as the Ministry of Culture. Despite seemingly having concluded the value enhancement process, the San Borja Huaca remains closed to the public with no admission for visitors. A case of social construction of the future in a Uruguayan public sector organization is analyzed.The original problem was the need for investments to expand energy infrastructure, with an impact on the satisfaction of demand for social and industrial purposes at a national level. This research is part of an exploratory study that focuses on the observation and analysis of the integration of the tablet in the classroom, and it takes part of the «EduTablettes-86» project (Poitiers, France). This study addresses the «pervasive computing» or «ubiquitous computing» as an approach that allows us to understand the direction of technology and its relation to the use of the tablet in the school, in addition, the theory of «situated action» is used as a reference and it makes possible to study the tablet in an application context, besides that, it includes the notion of communication «Human-Machine» to understand and to reflect on the interaction: teacher-student-tablet. This article develops a comparative study that exposes the relationship between archaeological interventions in the districts of Supe Puerto and Paramonga, belonging to the province of Barranca, department of Lima, with the conformation of identity in their secondary school student groups. In order to understand this relationship, semi-structured interviews have been carried out with students, a review of archaeological interventions in general, and a visit to the most representative archaeological sites in each district. The results show a relative difference in the identity conformation of both student groups, which is understood by the current condition of the archaeological sites and the specific social framework that the archaeological practice builds with them.

The article analyzes a document of the final report produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) on an intervention carried out in the complex of the Church of San Francisco between 1978 and 1990.
