A poco tiempo de empezar el nuevo milenio, los problemas derivados del aprovechamiento y la distribución de la tierra en el departamento de Puno, ubicado en la sierra sur del Perú, parecen no tener solución. En las páginas que siguen intentaremos dar una mirada de conjunto a la problemática que afecta a esta vasta y hermoso región del altiplano peruano; hermosa, pero también poco propicia para el desarrollo de la agricultura y de las propia vida humana. Como muchos de los problemas más complejos que afectan a la sociedad, la realidad de Puno no puede entenderse sin mirar a su historia, plena de detalles en el caso de la tierra, especialmente a todo lo largo de este siglo.

This research is descriptive ex post facto. In this it was proposed to determine the effects of Ethnomathematics that was applied as a strategy in two samples of 30 children with an average of 7.5 years in the districts of San Juan de Miraflores and Rimac, the start and end of the 2013. They are attending same classrooms where training programs were implemented in developing strategies for mathematics. In turn, we sought to describe the levels of achievement of this troubleshooting. Highest score was determined in the sample of San Juan de Miraflores at the beginning of the investigation. At the end it was observed differences were not signif¬icant (p < 0.01). 50% of subjects reached this level of achievement in solving problems, and 15% reached the process level by the end of the application of this strategy.

The vehicle routing problem is one of the most studied problems in Operations Re-search. Different variants have been treated in the past 50 years and with technological advances, new challenges appear. In this thesis, we introduce a new variation of the VRP appearing in wireless networks. The new characteristic added to this well-know problem is the possibility of pick-up information via wireless transmissions. In the con-text considered here, a unique base station is connected with the outside and a vehicle is responsible for collecting information via wireless connection to the vehicle when it is located in another sufficiently close station. This article offers an approach to the construction of gender violence as a public problem in Peru. To this end, we examine the development of Peruvian State institutionality oriented toward guaranteeing women's rights since the 1990s. We will identify the consensus and dissent among actors who participated in the construction of gender violence as a public problem in Peru, as well as their influences on the development of the institutional framework to address it. For this purpose, we draw on the conceptual contributions of the so-called sociology of public problems and gender theory. The study methodology includes case study analysis, deepening into the parliamentary debate on feminicide.

This article addresses the problem of the moral wrong present in rape. To do so, it undertakes an analysis of John Gardner's proposal on the subject. Then, identifying what Gardner calls a pure case of rape, it explores the nature and characteristics of consent as a normative transformer. To this end, it addresses the discussion, within the philosophy of action, on what is the ontology of consent. Finally, and as a consequence of holding that consent is a mental state, some problems related to the knowledge of other people’s mental states, traditionally addressed as the problem of other minds in the philosophy of mind, are raised. Some consequences for the evidentiary analysis in cases of rape crimes are drawn from this analysis.

In this article we will present a study about the importance of indigenous community radio for preserving, disseminating, and developing the culture of native peoples, and about the difficulties found in Peru for the development of this type of communication projects. To this end, we will first analyze the history of community radio in the country, as well as its legislation regarding communication matters. Subsequently, we will address the question of Peruvian indigenous identity from a brief historical perspective and its current linguistic situation. We will then focus on the particular case of the Network of Indigenous Communicators of Peru (REDCIP) to study their work in the field of indigenous communication in the country. This work shows the relationship between the development of mathematical thinking and creativity with mathematical problem posing and solving. Creativity and mathematics are disciplines that do not usually appear together. Both concepts constitute complex processes sharing elements, such as fluency (number of ideas), flexibility (range of ideas), novelty (unique idea) and elaboration (idea development). These factors contribute, among others, to the fact that schoolchildren are competent in mathematics. The problem solving and posing are a very powerful evaluation tool that shows the mathematical reasoning and creative level of a person. This paper addresses «El problema argentino de la lengua», an article published by Amado Alonso in 1932. To this end, we first analyze the type of theoretical and critical intervention that the author carries out; then, we consider it within a broader textual series that comprises a set of texts published between 1927, as Alonso becomes chair of the Institute of Philology of the University of Buenos Aires, and 1935, when he publishes the book El problema de la lengua en America, which includes a highly modified version of his 1932 work. We conclude that this article is an exceptional text in Alonso’s linguistic production as a whole, and that this exceptionality can be interpreted as a sign of the process of theoretical reformulation that he underwent during the period.

Abstract: This article aims to conduct a critical review of the concept of generations from a sociological perspective to elucidate its analytical potential. To this end, firstly, the subject is introduced, and the ambiguities inherent in the concept, particularly regarding its temporal and spatial extension, are identified. Secondly, an exploration is proposed into the various interpretations of its use, starting with the studies of Karl Mannheim and subsequently delving into contemporary receptions utilizing theoretical tools derived from Pierre Bourdieu. The public-private partnerships in Peru have been created with the intention of establishing a middle ground between privatizations and the absolute control of the State in matters of public interest.
