The Peruvian constitutional justice has established that the resolutions of the JNE can be revised when they affect fundamental rights; being that the appropriate mechanism is the process of amparo; however, its use has not been effective, given that there are few cases in which it has repaired the violated right and most of the time ends up determining responsibility of the authorities that violate these rights; hence the need to assess the possibility of establishing an electoral amparo with procedures and instances different from the classic amparo.

Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. Suffrage did not originate as the right we know today, but was aligned with the social interests of those groups that held power. This paper offers an overview of the evolution of the electoral process in the Peruvian democratic system, with a focus on the latest contributions made in 2006. The author discusses the constitutional reform that granted police and military personnel the right to vote, the implementation of the electoral barrier, and the Political Parties Act. Additionally, the author evaluates the possibility of non-reelection for congressional positions and highlights pending tasks such as granting the right to vote for incarcerated individuals and eliminating the preferential vote.

Social networks have become essential means of communication and have modified the concept of political communication, allowing new audiences to continuously track both candidates and parties during different election processes. This paper presents a systematized study of the communication that took place in social media during the first round of the 2022 Costa Rican electoral process (February 6th). This paper analyzes the changes that have occurred in the Peruvian legal system since 1992, focusing on the electoral sphere. In this context, it offers a reflection on the interruption of the constitutional regime that led to the replacement of the 1979 Constitution by the current Magna Carta of 1993. In this regard, it discusses three relevant issues that arose from the changes in the electoral system or in the constitution itself. These include political representation in Congress, political parties, and electoral institutions. The author points out the absence of a unified system of norms and the lack of state organization in electoral matters, and also highlights how reforms have been implemented mainly in response to new political situations and specific events, without taking into account the impact or consequences of such decisions.

This article reviews the most significant technological innovations developed by ONPE in recent years. These innovations were born based on the concepts of process management, results management, competencies management and the Malcolm Bridge performance excellence model implemented at the ONPE in 2014. The technological innovations developed in the institution on the basis of Information and Communication Technologies seek to improve services offered to citizens by following what the excellence in management model establishes. The article reflects that currently each of these technological innovations and their positive effects have yielded a high level of competitiveness in the organization, making it become an example of modernization for other public sector organizations in Perú.

The purpose of this article is to demonstrate that the appearance of political candidates in digital newspapers has a positive correlation with electoral vote. The indicator of the independent variable used is the number of news stories in the digital press in which political candidates appear; whereas the indicator of the dependent variable is the percentage of the electoral vote obtained by the political candidates. The electoral process analyzed was the 2018 Lima Metropolitana Municipal Election. In addition, the Google search engine was used, where the basic command (search operator) site was used to search the websites of 19 Peruvian digital newspapers for the appearances of candidates in a semi-manual way. Finally, it was concluded that digital newspapers have a very strong correlation with electoral vote, as the Spearman’s rho coefficient obtained was 0.933.

In the last decades, academic research strongly poses again that image to a politician is of up most importance, specifically in vote obtaining campaigns. The predominance of the candidate’s image in the political message is a direct effect of the professionalizing of electoral campaigns and it is regarded as personalizing of politics. The present research seeks to characterize the agenda-setting strategy and media concentration by the center-right in Chile that mobilized the rejection of the proposed new constitution. This research uses the process tracing analysis methodology to describe agents and processes of the cabinet of the second government of Sebastián Piñera, considered an example of the phenomenon of businessmen presidents in Latin America. The article tries to explain the performance of peruvian incumbent parties in the immediate electoral process after their term. To do this, the limitations of two possible explanations are explored: retrospective voting and party institutionalization. Against this, the article proposes that, to explain the peruvian government parties poor performance, it is necessary to stressed the importance of the party leader and the presidential candidate. These are key factors that can affect the electoral chances of the Peruvian ruling party in a high caudillism.

La presente investigación tuvo como objetivo principal describir la cobertura periodística del diario Correo respecto de la campaña para la alcaldía de Trujillo, 2022. La población estuvo compuesta por 31 notas correspondientes al período agosto-setiembre. Por tratarse de una población pequeña, se trabajó con todas las unidades de análisis. La técnica utilizada fue la observación y, como instrumento, se empleó la ficha de registro. En el trabajo se ha incluido, asimismo, dos entrevistas a periodistas de la sección política, para lo cual se elaboró una guía de indagación.
