The purpose of this article is to reflect on interculturality as an emerging issue in modernity, postmodernity and its scope, in the current political system, in the Latin American context. From the analysis made and ideas presented, it is shown that, if intercultural public policies continue to be developed in the current capitalist system, it will not be possible to develop theplanned objectives because, the neoliberal system, is generating legal forms capable of distorting the true value of the cultural elements of the original peoples (tourist goods or cultural heritage of humanity). The ideal of reason is central to contemporary accounts of citizenship in American constitutional law. The individual capacity for reasoned choice lies closely aligned with the constitutional values of personal liberty and democratic self-government as they have evolved in Supreme Court decisions over the past century. Yet as presently conceived, the ideal of reason in constitutional law overlooks the process by which individuals actually acquire the capacity to choose their own values and commitments or to engage in reasoned thinking about collective ends.  Literature review demonstrates the challenge that the educational system faces in connection with a model of inclusion. Inclusive pedagogy is mentioned, targeting all students, specially, those who has been excluded from educational opportunities, such as kids that present some type of Special Educational Needs. In this context and taking into account the current public policies, it is necessary to review the current context, both in Chile and South American countries, envisage these new proposals. In spite of all the laws and proclamations, it is established that the main problems reside in the scarce teacher training for the attention of diversity, lack of resources destined to special education and persistence of segregating students with different capabilities being necessary to reformulate the regulation that governs the inclusion of these children to the society.

Canada’s experience in the war against terrorism goes back to the seventies, and continues to develop nowadays, with the last direct terrorist activity in 2017. The Canadian Government reacted to these terrorist attacks by enacting a number of statutes that reflect a changing international paradigm in relation to the fight against terrorism. Fundamental rights and liberties such as the freedom of expression, the right to private life and to personal freedom have been curtailed by these legislative measures. The practical consequences of these measures are analyzed via a comparative examination of the Inter-American System of Human Rights. In general terms, the war against terrorism produces significant impacts over the human rights.

This essay is a review of the main activities carried out by the Peruvian American Medical Society (PAMS) in terms of health cooperation in Peru. In the last 48 years, PAMS activities have been evolving, going from assistance through medical missions, to capacity transfer and strengthening of Medical Education in Peru. Likewise, PAMS has demonstrated the capacity to provide support in contingency situations, such as the latest activities in support of the country during the COVID-19 Pandemic. The lessons learned from this cooperative experience are analyzed, recognizing future possibilities that may contribute to the strengthening of the Peruvian Health System.

This paper will analyze the underlying problem of gender prosecution: the harmful use of gender stereotypes. By its own definition, prosecuting involves evaluating the evidence practiced in a trial to identify facts to which a specific legal consequence provided by law is attached. In this sense, when this judicial syllogism introduces a gender prejudice, it distorts the assessment of evidence, fails to identify the facts and distorts the correct application of legal norms.

In the last few years, an ever growing number of States have recognized same-sex marriage. For that reason, it is important to ask what would happen if two same-sex individuals that have legally contracted marriage in another countrywould sue for its recognition in Peru. The authors of this article study the courses ofaction available to legal operators facing this situation, in the context of the public policy exception and International Human Rights Law.For that purpose, they analize European and Inter-American case-law on the matter and offer a way forward on how to solve conflicts between foreign law, domestic law, and human rights.

There is an infinite range of cultures, peoples, tribes, cultural areas, ethnicities and ethnicities, and this anthropological reality has raised humanity, since the beginning of time, the problem of accepting ourselves as different. A cultural area is a spatial entity within which societies show some similarity or a number of common significant aspects. American anthropology has therefore tried to establish a kind of "maps" on the distribution of traits, groups of traits or cultural complexes in order to determine the centers of cultural diffusion and its route (Cf. Wissler C., 1926; Kroeber H.L., 1939).

Fostering the well-being of Latin American and Caribbean youth is vital to the region’s success. Despite their significant presence in the population, many youth face extraordinary challenges, such as poverty, exposure to violence, and lack of access to quality education. We review some successful interventions from an ecological perspective that address the needs of at-risk youth in the region. Interventions in a variety of countries have been aimed at altering the microsystems or ecosystems of youth as well as involving them directly. Direct interventions with youth must involve them in meaningful activities that provide a sense of empowerment. The lessons learned from these interventions reveal the outstanding potential of youth to thrive despite the obstacles they face.
