Legitimacy of criminal sanction is originated on its own purposes pursued in a state governed by the Rule of Law. That legitimacy should include the penalty as well as security measures, bearing in mind that both are imposed to someone breaking a rule of conduct, and therefore, someone capable to do it. Reviewing penal capacity or criminal liability concepts is required because if penal capacity means the capacity to understand the reality and adjust the behavior to it, and if every legitimate criminal sanction have to be imposed to someone who have the capacity of break it, then security measures also have to be imposed only to people responsible, capable to understand rules and act in accordance. This paper highlights the need to examine the role of a constituent assembly within a democratic and constitutional system. To this end, a detailed analysis of the issue is undertaken on the basis of doctrine and constitutional history. It is concluded that the purpose of a constituent assembly is to establish a constituent power and to reform the constitution. Constituent power is the ability of a society to create or reform fundamental rights and the structure of government. Thus, the Constituent Assembly is the way in which the people exercise this power with the aim of amending the existing constitution or creating a new one. This is made possible by a tool that is present in most of the websites we browse on a daily basis: cookies.In this article, the author assesses the risks involved in the use of cookies for advertising purposes without an adequate legal framework. In Mexico, a high percentage of young people experience symptoms of generalized anxiety, which are associated with difficulties in executive functions (EF). However, previous studies have shown inconsistent results, as they often rely solely on either objective or subjective measures. Therefore, this study focused on analyzing the relationship between generalized anxiety and EF using both a neuropsychological battery and a self-report questionnaire, in order to provide a more comprehensive understanding of cognitive functioning in adolescents. A quantitative, non-experimental, cross-sectional, correlational, and explanatory design was employed. La capacidad de retención de agua del suelo en el punto de marchitamiento permanente es fundamental para el estrés hídrico de las plantas en un tipo de suelo específico. Este estudio se llevó a cabo para formular un modelo de regresión o ecuación para predecir los puntos de marchitamiento permanente (PWP) de los suelos en un Alfisol típico de origen complejo basal en la Granja de Enseñanza e Investigación de la Universidad de Ilorin. El objetivo de este trabajo de investigación es conocer los temas de la geometría si bien son conceptuales llegando a la operatividad, en la educación regular se muestran conceptos de manera sencilla para luego centrarse en los ejercicios, que son lo más importante; termina así en solo una función cuantitativa, cuando debiera ser cualitativa. Music is an element that appears systematically as part of the rhetorical strategy of audiovisual narratives and is, to that extent, a constitutive part of them. Since audiovisual narratives, especially fictional ones, can be considered as poetic works in the Aristotelian sense, it is worth asking about the role that music plays in this poetic condition. In this research article, a theoretical proposal along these lines is put forward that will serve both to explain the role of music in the work of fiction and to analyze it.
