Many different information technology frame-works have been proposed to assist organi-zations implementing information technol-ogy. However, these frameworks are complex, difficult to implement, and overlap with one another making their simultaneous implementation even more difficult to ac-complish by organizations. This study proposes to develop an overlap-less maturity model that helps organizations deal with the aforementioned problems. The model was applied and evaluated by experts at five organizations. This approach was recognized as useful, complete, and helpful in a multi-framework implementation by prob-lem management (PM) experts. This research provides contributions for academics since it distinguishes itself from the existing studies in the body of knowledge and is a baseline for further investigation.

Objectives: (1) To document trends in integrated management of childhood illnesses (IMCI) implementation in the 24 departments of Peru from 1996 to 2000. (2) To documenttrends in indicators of health services coverage and impact(mortality and nutritional status) for the same period. (3) To correlate changes in these two sets of indicators. This article analyzes the differences in the design and implementation of electronic personal surveillance (EPS) policies in Peru and Colombia, from their first attempts in 2007 to date. Using a comparative political analysis approach, it explores the factors that explain the gap in outcomes, despite the adoption of similar policies. The article uses the theory of policy transfer as a differentiating element: Colombia implemented its policy progressively, relying on pilot projects and making adjustments to the original design according to the results. Peru, on the other hand, in trying to replicate Colombia's initial success, opted for a national implementation without pilot stages, which resulted in a much more limited impact.
