In Cuba, the challenge for universities is to dynamize learning spaces in contexts of economic development, with the relationship between universities and territories being the key to their success. The relationship between executive functions (EF), creative personality, and academic performance in Argentine university students was examined. A total of 248 students (M = 22.97 years, SD = 4.43) from various Argentine provinces participated. The Adult Executive Functioning Inventory (ADEXI), the Cognitive Flexibility Scale, the Creative Behavior Scale (ECC), and the Creative Personality Scale (EPC) were used, along with academic performance data and sociodemographic information. Data were collected online through Google Forms and analyzed using Spearman correlations and mediation analysis with robust Maximum Likelihood estimator and Bootstrap. With the entry into force of the Constitution of Peru of 1993, the economic model of social market economy, which was accompanied by an institutional reform, creating four (4) regulators of utilities and one (1) competition agency, was established. The economic model of social market economy, guarantees free competition in the market as a general rule, establishing a regulatory framework for public services that before the reform, were managed directly by the State. Thus, in this paper we will learn how to set up the Peruvian institutional framework and what are the main similarities and differences between competition and regulation, for which we will detail the functions of the competition agency and regulatory bodies as well as interaction between the two.
