En base a ello se propone un Centro Cultural con aportes tecnológicos que ayuden a reducir nivel de consumo de consumo energético, lo cual ayudará a mejorar condiciones adecuadas y óptimas dentro del proyecto. Esto ayudará a incentivar a la población a realizar actividades culturales en espacios óptimos y confortables, principalmente a la población juvenil, la cual se buscará repotenciar su identidad cultural y cohesión social, debido a que es el porcentaje de población que realiza mayores actividades culturales en equipamiento actual. Mediante la propuesta del Centro Cultural se buscará también repotenciar el dinamismo social y cultural del sector, la cual se encuentra ubicada en una vía importante (Vía de Evitamiento), ésta vía conecta la ciudad de Huamachuco y complejos arqueológicos. El Centro Cultural también se encuentra ubicado en las vías: Jr. Hermanos García, Pasaje Mallorca y Camino Vigilancia N°1.
