The study investigated the relationship between requirements (V1) and operability (V2) of investment projects within the Putumayo River Basin Binational Special Project for Integral Development (PEBDICP). A basic, quantitative, descriptive-correlational methodology was used, with a non experimental, cross-sectional design, applying a questionnaire to a census sample of 42 workers from the institution. The general results, despite a perception of V1: Requirements as 'always' by 88%, revealed a moderate, direct, and statistically significant association (Pearson's r = 0.664; Sig. = 0.000) between both variables. This validates the general hypothesis, confirming that a significant relationship exists between the study variables. It is concluded that while excellent requirements management is fundamental, it does not in itself guarantee optimal operational performance, as this depends on other internal factors that must also be addressed directly.
