Sostuvo Cavieres que había que pensar la historia binacional desde una mirada del siglo XXI, que es más atenuada e integracionista que la del siglo XIX. Señaló que no debía librarse la integración de los dos países a las inversiones y complementariedad económicas -siempre vulnerables a los vaivenes de los mercados internacionales- y que había que trazarse utopías más altas.
