El desarrollo principal de la provincia de Celendín viene por el lado de la ganadería y la agricultura, que aunque no están tecnificadas y bien asesoradas por profesionales, son los campos que dan sustento a sus habitantes, quienes poco a poco se van alejando de los campos para irse a la ciudad de Cajamarca, Trujillo y Lima, en busca de un futuro mejor para ellos y sus familias. De acuerdo con lo que se irá desarrollando en este Plan Estratégico, se podrán ver las carencias de la provincia, como las que corresponden al sector salud, así como la falta de agua y electricidad para algunas partes de la provincia, el alto grado de analfabetismo, la poca infraestructura para el desarrollo del turismo, la falta de inversión en exploración minera, y como punto principal, la pobre infraestructura vial para poder conectar toda la provincia con el país, pues sin esta no hay forma de que el agricultor saque sus productos y el turista llegue a la localidad. La creación de un fuerte lazo entre la sociedad civil y el Estado, para comprometerse en la inversión en los diferentes puntos neurálgicos y sacar adelante a la provincia de Celendín, será la clave del éxito
