Así mismo, en este documento se define la ruta de trabajo con el propósito de lograr no solo el aumento de la productividad sino también el mejoramiento del bienestar social de los habitantes del departamento. A pesar de ser el segundo departamento menos extenso después de la isla de San Andres y Providencia, contar con un alto índice de corrupción y uno de los índices de desempleo más elevados del país, presenta un desarrollo económico y social que lo ha ubicado en el puesto 22 en contribución al PIB nacional. Quindío es uno de los tres departamentos que conforman el eje cafetero, los cuales cuentan con una ventaja competitiva al estar ubicados geográficamente en una posición estratégica para el desarrollo de actividades agropecuarias, industriales y de servicios. Por esta razón, el PEI se plantea dentro del marco de desarrollo de tres actividades económicas definidas en el diagnóstico de la situación actual, donde se analizó el contexto interno y externo de la región, y se identificaron las debilidades, fortalezas, oportunidades y amenazas para tener en cuenta en el planteamiento estratégico. El café, cuero y turismo se convierten en pilares de desarrollo para cerrar la brecha entre la misión y la visión planteada en este documento.

El café, cuero y turismo se convierten en pilares de desarrollo para cerrar la brecha entre la misión y la visión planteada en este documento.The present strategic plan of the department of Quindío has the purpose of proposing a vision to reach 2028, result of an iterative and sequential processes that allows the defining of strategies with long and short-term objectives to position the department as one of the main contributors to the gross domestic product (GDP) for Colombia. Also, in this document the working path has been defined for the purpose of achieving not only an increase in productivity, but also to improve the social welfare of the inhabitants of the department. Despite being the second least extensive department, after the islands of San Andres and Providencia, Quindío suffers from having a high rate of corruption and one of the highest unemployment rates in the country, but it generates an economic and social development level that has placed it in the 22nd place, out of 32 departments, in its contribution to the national GDP. Quindío is one of the three departments that make up the coffee region in Colombia, this provides a competitive advantage over other regions because it is geographically located strategically for the ideal development of agricultural, industrial and service activities. For this reason, the ISP (plan) is proposed within the framework of development of the three economic activities defined in the diagnosis of the current situation, where the internal and external environment of the region was analysed, and the strengths, weaknesses, opportunities and threats (S.W.O.T) identified to be able to, take into account in the strategic approach.
