This article seeks to understand the characteristics of the physical and social fragmentation of the city of Arequipa by exploring the historical evolution of its neighborhoods, which are fundamental elements of the city, both in their physical-spatial and socio-cultural configuration. The analysis of the structure of the neighborhoods, their configuration and transformation can contribute to understanding the dynamics and characteristics of the city. To this end, we explore the evolution of the pre-Hispanic, colonial and republican city from the generation of neighborhoods, and the implications that this had on the social divisions in Arequipa. Dado que la gestión de riesgos involucra tanto peligros como vulnerabilidad, es necesario incrementar los esfuerzos en reducir la vulnerabilidad. Para este fin, el uso de Sistemas de Información Geográfica SIG ha probado ser una herramienta importante tanto para la planificación urbana como para la gestión de riesgos; sin embargo, estos esfuerzos han sido insuficientes por los limitados recursos para hacer una recopilación general de los datos y el trabajo se hace mayormente en gabinete y no se involucra a la población local. Por tanto, se propone una metodología integral que involucre la participación de la población como insumo esencial para la evaluación de riesgo de desastre más integral y eficiente.
