This article is grounded in qualitative research conducted for my undergraduate thesis, focusing on the "Comprehensive Happy Schools (CHS)" model based on UNICEF's Child-Friendly Schools approach. This research identifies the factors that foster authentic engagement within the Educational Institution (EI), considering its role in citizen formation. In this context, the concept of authentic engagement is defined, along with the essential factors for its promotion, and the means to cultivate a community perspective at the local level through the exploration of public matters. I reference living in Polis because the premise is rooted in the understanding that we exist within an ecosystem requiring the alignment of social imaginaries that enable viewing the student as a political entity. La presente investigación de carácter exploratorio comprende el desarrollo de la participación de la escuela y la localidad durante la implementación del proyecto “Escuelas Felices Integrales” (EFI) en Ventanilla bajo dos concepciones: democracia radical (Mouffe,1992) y de democracia participativa (Cohen, 1997) las cuales ayudan a posicionar la importancia de mirar a la Institución Educativa como espacio de formación ciudadana. En ese sentido, se asume la “participación auténtica” de Anderson (2001) para analizar las relaciones entre la escuela y la localidad en el marco de EFI; y, el de la “participación real” de Hart (1993) para identificar en qué medida se logra que la actuación de los miembros sea real tanto al interior de la escuela como en la comunidad. En esa línea, esta investigación constituye un diagnóstico inicial que identifica cuáles fueron las brechas que enfrentaron las candidatas para acceder a financiamiento privado electoral antes de los cambios legislativos. Específicamente, servirá como referencia para próximos estudios que analicen si las reformas generaron impactos diferenciados en las condiciones de acceso a recursos por parte de las mujeres en los siguientes procesos electorales. Asimismo, es valioso porque el proceso de rendición de cuentas y el inicio del PAS a candidaturas es relativamente reciente, con lo cual el análisis de este tema desde la perspectiva de género permitirá distinguir posibles diferencias entre mujeres y hombres, así como identificar oportunidades de mejora de la regulación actual.
