Motivation and problem definition: A large number of public buildings designed with obsolete criteria are at high seismic risk and in need of structural rehabilitation. The task of selecting the optimal strategy poses important challenges for decision-makers due to the variety of intervention options and the fact that the construction sector is perceived to be one of the most corrupt in the economy. Objective: Given that transparency is an efficient anti-corruption strategy, a protocol is proposed for decision-making in seismic rehabilitation projects of public infrastructure that incorporates criteria which serve to increase transparency in the project development. Methods: Firstly, the literature was reviewed to describe current practices and regulations linked to decision-making in seismic rehabilitation/retrofitting of buildings. Secondly, relevant criteria that should be taken into ...

BACKGROUND AND OBJECTIVES: Traumatic brain injury (TBI) is a major global public health problem. It is a leading cause of death and disability in children and adolescents worldwide. Although increased intracranial pressure (ICP) is common and associated with death and poor outcome after pediatric TBI, the efficacy of current ICP-based management remains controversial. We intend to provide Class I evidence testing the efficacy of a protocol based on current ICP monitor-based management vs care based on imaging and clinical examination without ICP monitoring in pediatric severe TBI. METHODS: A phase III, multicenter, parallel-group, randomized superiority trial performed in intensive care units in Central and South America to determine the impact on 6-month outcome of children aged 1-12 years with severe TBI (age-Appropriate Glasgow Coma Scale score ?8) randomized to ICP-based or non-ICP-b...

In this work, we present a novel EEG-based Linguistic BCI, which uses the four phonemic structures "BA", "FO", "LE", and "RY" as covert speech task classes. Six neurologically healthy volunteers with the age range of 19-37 participated in this experiment. Participants were asked to covertly speak a phonemic structure when they heard an auditory cue. EEG was recorded with 64 electrodes at 2048 samples/s. The duration of each trial is 312ms starting with the cue. The BCI was trained using a mixed randomized recording run containing 15 trials per class. The BCI is tested by playing a simple game of "Wack a mole" containing 5 trials per class presented in random order. The average classification accuracy for the 6 users is 82.5%. The most valuable features emerge after Auditory cue recognition (~100ms post onset), and within the 70-128 Hz frequency range. The most significant identified brai...

The main objective of this work was to describe intraocular pressure (IOP) in rabbits (Oryctolagus cuniculus (Linnaeus, 1758)) subjected to two anesthetic protocols. Anesthetic protocols 1 and 2 were Meloxicam-Xylazine-Ketamine and Meloxicam-Diazepam-Ketamine, respectively. It was a cross-sectional study of descriptive nature only, with a sample of twelve rabbits divided into two groups for the use of anesthetic protocols 1 and 2 independently. The IOP was measured with a Shiotz tonometer throughout the duration of the anesthetic protocols at minutes 5, 10 and 15. Subsequently, based on the measurements collected, the statistical frequencies were determined and the results obtained show the reduction of significant IOP during anesthesia in both anesthetic protocols, especially at minute 10 with measurements of 9.017 and 9.442 mmHg considering the baseline measurements of 19.917 and 20.40...

The last decade has seen a major innovation within disaster risk management through the emergence of standardized forecast-based action and financing protocols. Given sufficient lead time and forecast skill, a portion of relief funds may be shifted from disaster recovery to disaster preparedness, reducing losses in lives and property. While short-term early warnings systems are commonplace, forecasts at the monthly or seasonal scale are relatively underused, despite their potential value. Incorporating both, numerous relief organizations have developed operational early action protocols for natural hazards. These plans may have well-defined forecasts, trigger criteria, and identification of early actions ranging from weeks to months prior to a predicted disaster, but many have not been explicitly optimized to maximize financial or utilitarian returns. This study investigates the effect o...

The study was based on the influence of meteorological conditions on the dispersion of PM10 and PM2.5 atmospheric pollutants during the construction of Hipólito Unánue Hospital in Tacna from June to September 2018. The sampling methodology and analysis was based on the DIGESA air quality monitoring and data management protocol (2005). The 2 monitoring stations EMHU-01 and EMHU-02 registered in the month of June for PM2.5 values of 69.53 and 63.04 ug/m3 and in the month of September in the station EMHU-01 the value of 64.40 ug/m3 which exceeded the environmental quality standard for air. These values were directly related to the high temperature values of 18 and 19.6 °C and the wind speed of 2.5 m/s and an inverse relationship with the relative humidity of 76.3 and 75%. In addition, the analysis of the variance determined that there is no significant difference between the data obtaine...

Objective: To identify, in the scientific literature on nursing education, the predominant curricular elements in the processes of incorporating the clinical competence-based approach. Competency-based education in the health field faces tensions derived from the transition from a traditional educational model to a competency-based one. Method: An umbrella review of scientific literature was conducted through a search in ten sources, including databases and scientific publishers: Science Direct, Web of Science, PubMed, EBSCO, Scopus, Embase, Dialnet, SciELO, Redalyc, and Springer. The Joanna Briggs Institute review protocol was adopted, which includes selection criteria, search strategy, study selection, methodological quality assessment, data collection, and synthesis. Inclusion criteria were: nursing students, clinical competencies, and literature reviews; exclusion criteria: reviews f...
