En este artículo se argumenta en favor de redefinir el rol del Parlamento en el Perú. En el mundo contemporáneo, los asuntos públicos cambian demasiado rápido o son demasiado complejos como para que el Parlamento sea el responsable directo de ordenarlos a través de la legislación. Por tanto, la responsabilidad principal de esta institución debe ser no la labor legislativa sino el nombramiento y el control del Poder Ejecutivo.

This article presents a comparative study of the contexts and factors that led to the resurgence of proposals for lowering the age of criminal responsibility from 18 to 16 years, in Uruguay and Brazil, in the period from 2012 to 2016. It is possible to identify regional dynamics of criminalization of poverty and youth taking as variables of study: the increase in the rates of youth imprisonment, mainly adolescents, and the criminal upsurge through more punitive policies and legislation (punitive advance). Greater attention is given to the socio-historical-cultural aspects of these dynamics and to the relations established between politics and penalty in a context of neoliberal hegemony. Following the numerous indigenous uprisings in the 1990´s, scholars have paid close attention to indigenous politics in Latin America, with their main focus placed on the construction of indigenous movements, as well as indigenous identity. In contrast, very few contributions deal with institutional designs to promote indigenous people’s access to formal politics. This paper addresses the topic of descriptive representation of indigenous people in formal decision-making spheres, with the main focus on the Parliament. This article argues in favour of a re-definition of Parliament's role in Peru. In the contemporary world, public affairs change too fast or are too complexes to name Parliament the direct responsible of ordering them through legislation. Thus, the main duty of this institution should be not to legislate but to elect and control the Executive Branch of government.

The text describes the concept of constitutional justice, also known as constitutional jurisdiction, defining it as the set of mechanisms aimed at guaranteeing the supremacy of the Constitution within the framework of a rule of law. Its origin in modern constitutionalism is detailed, highlighting the two main systems: the American or “diffuse” system, in which any judge has the power to declare a norm unconstitutional in specific cases, and the European or “concentrated” system, which delegates this function to specialized constitutional courts. The Brexit referendum is a good example of the particular vulnerability of the European project when fighting disinformation. Therefore, EU institutions have developed a series of initiatives throughout 2018 to define a European strategy to counter disinformation that emphasizes the responsibility of social networks in reporting false content. In addition, given the weakness of the European public sphere, the European institutions support the creation of European networks of fact checkers. This strategy implies the denunciation of lies, rather than the promotion of alternative interpretive frames, which authors like Lakoff (2004) consider an error from a framing point of view. Purpose. In response to the rise in disinformation linked to ongoing armed conflicts and its potential impact on the 2024 European Parliament elections, the European Fact-Checking Standards Network (EFCSN) launched the Elections24Check initiative, aimed at uniting verification efforts across the continent. This study seeks to examine the contribution of EU countries and fact-checking organizations to the project, as well as to analyze the characteristics of war-related information disorders. Methodology. To achieve this, a content analysis was conducted on 714 fact-checks published by Elections24Check during 2024, all related to the Russia–Ukraine and Israel–Palestine wars. The article defends the necessity to guarantee the publification of the investigative labour carried out in Parliament. This is related to the right of access to public information, enshrined mainly in subsection 5) of Article 2 of the Peruvian Constitution, to the extent that a culture of transparency contributes to build confidence in public management, especially when is concerned with the Parliament, which brings together the representatives elected by the people. Finally, some restrictions on such access and relevant jurisprudence at the constitutional and inter-American level are analyzed.

El artículo defiende la necesidad de que se garantice la publificación de la labor investigadora que se realiza en el Parlamento. Ello guarda relación con el derecho de acceso a la información pública, consagrado principalmente en el inciso 5) del artículo 2 de la Constitución peruana, en la medida que una cultura de la transparencia coadyuva a fomentar la confianza en la gestión pública, máxime cuando se trata del Parlamento, que congrega a los representantes elegidos por el pueblo. This article analyzes the negative evolution of the revenues of the European public media and the audience of its television channels between 2010 and 2018. The financial and share data –mainly obtained from the EAO– have been contrasted, at a quantitative level, with homogenizing economic indicators such as PPP; and have been grouped around the models proposed by Hallin and Mancini (2004, 2008, 2013). At a qualitative level, with the interviews of two academics –Tiziano Bonini (University of Siena) and Marko Ala-Fossi (University of Tampere)– and Mika Ojamies, director of international relations at YLE. However, despite the confirmation of this negative trend, there is no correlation between the decline in income and that of the audience. In any case, the Academy evidences the need to develop new financing systems that guarantee the budgetary stability of public media.

The purpose of this paper is to provide a theoretical approach to the notion of political counter-narrative. Given the novelty of this narrative technique, its causes are first addressed: moral absolutism, affective polarization, informational chaos, uncertainty, and digital tribalism. Then, the counter-narrative is defined as a semantic structure that, regardless of temporality, seeks to destroy the symbolic capital of the adversary. Subsequently, its main features –reactivity, negativity, emotiveness, stereotyping, and permanence– are detailed, as are its functions –linking wills through opposition, drawing clear identity boundaries, being emotionally rewarding, and simplifying reality–. The article surveys the study of Latin American business politics, focusing on three main areas: The structure of business, the preferences of business, and its power in the political process. The structure of businesses in Latin America is distinct, with a larger share of small and informal firms, comparatively small large firms, and a dominant​ role of multinational corporations (MNCs) and economic groups. We argue that these structures are reflected in business preferences. MNCs’ preferences depend on their strategic orientation, whether they invest in Latin America in order to gain access to resources, to new markets, or to enhance their global productivity. This research analyses the opinion articles about the COVID-19 published in the main newspapers of Italy, Spain and Germany. To this purpose, a qualitative inductive-deductive content analysis methodology has been used along two complementary phases. The first included the detailed analysis of the sample, and the second involved a method of comparative textual analysis using the Sketch Engine software. The results show the existence of some common issues about the virus, although with different approaches depending on the country: a certain vision marked by national politics in the Spanish case, an interpretative view in the case of Germany and a more social-humanistic perspective in the Italian dailies.
