As a product of the armed violence and the human rights violations committed in the decades of the eighties and nineties, the Peruvian government initiated a process of transitional justice in order to compensate the victims and reconcile a fragmented and divided society. However, there are still issues pending in that matter. One of these issues is the search of the missing persons. The present article will delve into the importance of a policy of search of missing persons in the light of the international obligations on human rights matters of the Peruvian state, and will analyze the weaknesses of their judicial actions to accomplish this task. The need of a centralized organism in charge of this function will be sustained, and a normative proposal for its implementation in the Peruvian legal system will be presented.

The intertwined global health and economic crisis which Covid-19 has generated shows the centrality of the role of the State in confronting both events as well as its vitalimportance in the performance of international organizations dealing with such problem. Multilateralism still depends on the State’s performance and not the other way around yet. The global crisis has also shown the need to reform the great majority of international regimes involved in it with the purpose of strengthening and enlarging their specificfunctions without risking such regimes with integral changes. Besides, the global nature of the pandemic has underlined the importance of geography in the efforts of tracing it. Such event implies the need of redefining the concept of globalization which underscores the delinkage of global processes from its territorial bases.

The migration of Venezuelans nationals to other Latin-American countries has been defined as the most significant migratory phenomenon in the recent story of the region, with Colombia being the country that hosts the highest number of Venezuelan nationals. From a human rights perspective, this article critically analyzes the response of the Colombian State to address migration from Venezuela. The objective of this article is to show that Colombia has preferred to govern this migration through the creation of ad hoc permits, instead of recognizing the need for international protection of this population and their status as refugees. To this end, this paper analyzes the Colombian regulatory framework on migration and refuge and, in particular, the response of the Colombian State to the migration of people from Venezuela. Its central argument is that the Colombian authorities have opted for...

In the last two decades the development, of agriculture in Peru has attracted an increasing interest within the social sciences. In particular, the process of transformation of the 'haciendas' (farms) into cooperative associations in the Peruvian coast, and the subsequent parceling of the latter, has produced an extensive bibliography on the subject. A balance sheet of this intelectual production is the main object of this paper. Starting with the collection of these works, the author seeks to provide some elements with which to answer the following questions, amongst others: What should be done with those cooperative associations which still exist? Should the process of "parcelación" be checked, or even reversed, promoting new forms of associatlon instead? What are the bottlenecks of parcelized production, and how should they be faced? Is a re-concentratton of lands to be expected i...

The goal of this study was to attempt to create a more effective treatment model by leveraging the knowledge and skill sets of those who work most closely with these families in crisis. The participants, who consisted of the direct care staff of the Latino Domestic Violence Program (LDVP) in Philadelphia, were interviewed individually, and the data was analyzed in accordance with grounded theory methodology. The participants' responses served to bring to the fore a number of important issues. The participants helped identify two main elements that needed to be part of an ideal program. 1: The program must be equipped to address all the biopsychosocial needs experienced by the family (financial, occupational, educational and mental health needs). Undocumented and non-English speaking clients’ needs must be also considered when developing a program for Latino families. 2: We should avoid...
