The intertwined global health and economic crisis which Covid-19 has generated shows the centrality of the role of the State in confronting both events as well as its vitalimportance in the performance of international organizations dealing with such problem. Multilateralism still depends on the State’s performance and not the other way around yet. The global crisis has also shown the need to reform the great majority of international regimes involved in it with the purpose of strengthening and enlarging their specificfunctions without risking such regimes with integral changes. Besides, the global nature of the pandemic has underlined the importance of geography in the efforts of tracing it. Such event implies the need of redefining the concept of globalization which underscores the delinkage of global processes from its territorial bases.

In accordance with its origins, the International Court of Justice has priorized continuity over change even in moments of intense systemic pressure. Over its 75 years of existence its problems and limitations linked to the realities of non compulsive and fragmented jurisdiction and misperceptions over its authority (it is not a World Court), the ICJ has sustained the principle of soveignty of states in order for them to access its services of conflict resolution even in times of increased transnational problems. Its effectiveness is linked to the quality not to quantity of its resolutions and the diversity of its composition in accordance with its status of principal judicial organ of the United Nations. The ICJ is an international regime with changing influence over time and the tribunal’s corporative cohesiveness.

El Perú debe superar sus dificultades para definir su posición geopolítica, proyección e identidad marítimas que complican la definición de intereses nacionales económicos y de defensa correspondientes e incrementan las desventajas de un posicionamiento periférico en la cuenca del Pacífico. Esta situación se refleja en la carencia de medios navales apropiados para potenciar la dimensión marítima del Estado, mejorar su conectividad y optimizar su comercio exterior. Nuestro país debe redefinir su doctrina e intereses marítimos, consolidar su zonificación oceánica de acuerdo con la Convención del Mar y contribuir a definir mejor la dimensión geográfica de la cuenca del Pacífico. Mientras se densifica la capacidad portuaria y logística se podrá mejorar la conexión con la costa asiática y el área del Pacífico. A esta tarea debe concurrir la Marina de Guerra y la Canc...
