The importance of public space as a catalyst for the development of cities, and the idea of university campuses like small cities within cities, are the main premises to start this research. This leads to the concept of university campus public space as a relevant factor for a better functioning of the university, and for the benefit of its students, teachers, and staff. However, like the urban public space, the university public space in many occasions does not have comprehensive planning for the development of all its potentialities. However, a comprehensive treatment of the university public space is not enough to maintain the green areas. It must be understood that the university public space also includes circulation spaces as well as living spaces. The sustai...

This article reconstructs the process that led to Chilean postal reforms (1840-1852) and argues that their impetus resulted from the convergence of structural conditions (political peace, financial stability, and commercial boom) and an intellectual context favorable to "material progress." Drawing on official sources and ministerial reports, it traces how denunciations of the administrative obsolescence of the postal service and pressures from public and private actors (ministers, Valparaíso merchants, the press) grew from the late 1830s onward. It also examines the legislative projects of 1849-1850 (Urízar, congressional committee, Varas) and the dispute between privatization (through public tender) and a state-run model. The article argues that the presidential agency of Manuel Montt favored the state option that culminated in the Postal Rates Law of 1852 and subsequent ordinances. ...

The creation of the Union of South American Nations (Unasur) in 2008 seemed to encourage the formation of an alternative regional order to the inter-American system led by the United States. This project emerged in a context characterized by the failure of the FTAA, Brazil's international projection and the strength of South American countries to face the global economic crisis. Such conditions led to the diffusion of post-hegemonic readings to understand the regionalization of South America. Nowadays, however, the quest for regional autonomy is limited both by domestic and regional factors and by systemic forces involved in shaping new regional orders. As part of its nearest influence zone, United States has vital interests in South America that may collide with projects of regional autonomy. Given this context, it is necessary to review how the US hegemony has evolved in the region and ...

Developmental policies, or development projects in general, have consistently failed to achieve their stated objectives by being based on a «construction» of the country/community/space that bears little relation to local culture. While development projects fail, the government succeeds in expanding the field of bureaucratic state power in the space that needs to be «developed». Seen from a notion of governmentality, socially legitimated authorities interfere in spaces isolated from the actual development by focusing on adjudicating the vices or virtues of developmental policies and their risks or lack thereof. In this way, risk works as a calculative rationally associated with welfare as a way of representing events, such as flooding, so they can be made governable. By focusing on the contrast between the risk perceptions of the state and river communities in the district of Belen, ...

Juan Leon Mera was a conservative and fervently Catholic Ecuadorian writer who lived in the mid-nineteenth century whose most famous novel was “Cumandá”. In this novel, although its sentimental and Indianist aspects are usually studied, Mera concretized his ideals of a state based on Catholicism. However, this article questions whether this proposal of Catholic organization is viable at the end of the book. In this sense, it is intended, on the one hand, to characterize the elements that make up the theocratic state project and, on the other hand, to demonstrate that the conformation of this Christian and at the same time conservative project, from what is proposed in Cumandá and its relationship with the socio-political context of the time, ends up being an unviable project. The reason for this unviability is initially due to the contradiction between Juan León Mera’s condition...
