The Vienna Convention on Diplomatic Relations adopted sixty years ago constitutes a unique example of international legislative success. The intensity of the processes of globalization and technological innovations, or the isolated cases of contempt by States, have not diminished its effectiveness as a fundamental instrument to promote international relations of peace and solidarity

This article reviews the processes of consolidation of the principle of legality and of the criminalisation of crimes against humanity in international criminal law from a historical perspective. It starts with the Nuremberg Tribunal of 1945 and then traces the development of these two processes side-by-side: the enshrinement of the principle of legality in a series of universal treaties protecting human rights between the 1960s and the 1980s and the criminalisation of crimes against humanity in the Statutes for the International Criminal Tribunals for the former Yugoslavia and for Rwanda and in the Rome Statute of the International Criminal Court.

Social innovation is recognized by multilateral organizations as a way to cope creatively and collaboratively with social demands that are not satisfied, neither from the public nor from the private. This challenge requires management reliable relationship between actors with diverse and sometimes conflicting interests. In this sense, the social function of public relations (PR) can provide an important service to prevent resistance to social changes that involve innovation processes. The literature consulted shows that theorizations on social innovation, recommend cultivating relational capital and theories and models PR provide methods and techniques to reliably achieve said capital. A documentary investigation and a case study based on the participatory-action-research that is the basis of a theoretical prot-model ofintervention of reliable PR in social innovation processes. Since their origins, vascular land plants have coexisted with a wide variety of bacteria and fungi. When insects appeared, they also maintained a close relationship with them, taking on a big role with the arrival of flowering plants in the early Cretaceous period. The different evolutionary processes have led to the development of a series of interspecific interactions; some of them beneficial for both parties, such as the various pollination mechanisms throu- gh insects in many plant species. At the same time, other types of interactions have emerged with species capable of producing severe diseases in different sections of the plant. This evolutionary pressure with the inability of a defense offered by locomotion, and the lack of a defense system based on antibodies, have been the main responsible for the appearance of com- plex defense mechanisms in plants, many times rapid and effec...

Nationalisms have been developing since the successive processes of demarcation of territories and the establishment of border points. In the Peruvian-Ecuadorian case, the conflictive resolution of border disputes created strong nationalist feelings - and other milder ones - as well as bilateral, border relations and fluid exchanges in various fields. In that sense, the main objective of this article was to analyze the weight of national feelings in the perceptions of Peruvians towards Ecuadorians in the period 1990-2015. For this, public opinion polls conducted in the mentioned time cut were analyzed. In addition, semi-structured interviews were applied to merchants and professors from the schools of Zarumilla and Aguas Verdes. The analysis showed not only a positive evolution of the perceptions and opinions that Peruvians in the province of Zarumilla have regarding Ecuadorians. It also ...

Latin America´s historical migration to North America has es- tablished a deep cultural, economic and political bond between Mexico and US, by means of institutional discursive process in each new North-American government. The candidate Donald Trump proposed the construction of a border wall during his electoral campaign, with the purpose of stopping Mexican migration, drug trafficking and transboundary criminals. In this context, the study analyses the discourse and communicative framework of the border wall, on the basis of Critical Discourse Analysis and the Ideo- logical Studies of Right-Wing Populism. The corpus of the work developed in the Political Communication Laboratory of the Government Sciences and Strategic Development Institute considers two discursive processes: a) Trump´s statements and electoral advertising on TV, and b) Enrique Peña Nieto´s statements on TV. The an...

The burnout syndrome is an occupational health indicator that intervenes in the teaching-learning process and may harm the quality of education offered by institutions. The relationship between individual characteristics and the work environment may have different effects over the teaching performance. The current investigation seeks to analyze the fit of a model to predict teaching performance based on the teacher burnout, while including individual characteristics and the work environment perception in university teachers. The sample is composed of 94 teachers who provided information related to the Conscientiousness trait, their burnout and engagement levels, their teaching performance, and their perception of the work environment. This quantitative and cross-sectional research makes use of structural equation models to test its hypothesis. The second tested model showed the best fit,...

Currently, there is a struggle with stigmatizing cultural diversity and unbalanced power relations in educational settings. This qualitative study aims to understand students' narratives regarding their perceptions of cultural diversity and power relations at a public university. A phenomenological design was used with a non-probabilistic sample of 10 eighth-semester Social Work students selected as key informants by their professors. The study identified four categories with their respective codes based on 64 free quotations: identity (7 codes), inclusion (21 codes), urban culture (16 codes), and gender violence (23 codes). The research findings suggest that social inequality results from organizational processes within the school environment. The lack of a formal space for the free expression of culturally diverse student groups hinders the development of their sense of belonging.

The decision-making process is a key element within many fields. Rationality is a theoretical framework to understand that social and economic behavior which contributes to better decisional processes. This role of rationality generates expectations from the stakeholders of the decisional process, one of which is refers to the need of including ethical criteria within the decisional process itself. This essay explores both the concept of rationality, as well as its types, in order to evaluate the extent to which ethical criteria should be part of said process. In doing this, the concepts of minimal instrumental rationality and ethics are analyzed, setting the stage for a discussion of common fields and roles in relation to both available knowledge before the decision-making, and reasoning, derived actions, and consequences. This essay concludes that rationality and ethics share much duri...

We have described in healthy adult subjects, in infants and in many patients the pathology, an oscillation of the two types of bilirubin in the blood twenty-four hours. This oscillation has periods of accumulation and excretion other, each of them, and is now expected to occur in cycles. We observed that the oscillation is influenced by sleep, food or physical effort. The results of the overcharging test of bilirubin are directly influenced by the cycle time of bilirubinemia; appearing even in normal subjects, inadequate testing, if implemented in periods of accumulation of bilirubin in the blood. Thus, the test of bilirubin loses its significance as an index of liver failure. The study of the various lesions of the liver, and its magnitude, found by the method of biopsies has allowed us to establish that there is no relationship between the anatomical deficiency of the liver and jaundic...
