This article aims to explain the relevance of the communicator in an electoral campaign team and how new technologies and trends in 2023 challenge them to use mechanisms of political communication suitable for their campaign strategy. Therefore, the political context of the last electoral campaigns in the country, the most relevant steps to build the electoral campaign, and the role of the communicator during this electoral process are emphasized. In conclusion, “our power that grants more power” invites communicators who are part of the decision-making for a company, institution or even for the country, to reflection and introspection.

The Judicial Power constitutes the main called institution within a Constitutional State, to fight against the corruption. This certainly, within a frame of cooperation with other institutions. Since the beginning of the year 2001, the legislation and actions destined to revert the judicial corruption have been increased, emphasizing the role of the judicature throughout new schemes of performance like the sub system of anticorruption, whose competition has been extended, and also the continuous and recognized work of the Office of Control of Judges (Oficina de Control de la Magistratura -OCMA). This self-critical look at the advertising profession rather than blame wishes to describe a reality often ignored or filtered by various factors. This article makes emphasize in the effect of contingency in the emergence of Chavez and the Bolivarian movement, through the micro-structuring of his path to power. Based on interviews to key actors conducted by journalists and historians, we present an analytical history of five contingency dynamics: the positive impact on public opinion of the February 1992 coup, the formation of a singular revolutionary coalition, the mishaps by the military intelligence, the chance given to Chavez to redeem his the military failure, and the political system’s openness to electoral outsiders. We conclude that there were five elements that paved this path: the movement’s leadership strategy, the tree with three roots, the esprit de corps within the Armed Forces, Hugo Chavez network, and the radicalization of factionalism in the party system.

Digital media has become a fundamental part of today's communication, and video activism is no stranger to this. This research analyzes the video “Elecciones generales 2da vuelta”, by the digital animator POLOVERDE ART, from a sociological perspective. This piece of digital activism, uploaded to YouTube, satirically narrates the political-electoral situation in Peru during 2021. This article seeks to delve into the relations of power and counter-power embodied in this video, investigating the video's comments on the platform. Taking into consideration the transitory nature of the current international system, this article aims to analyze the relationship between the global emergence of several powers from the South and their regional policies. After an exploration of the academic literature on regional, middle and rising powers, the author compares the regional strategies of two states, Brazil and Turkey, based on four dimensions: their relative power resources, the self-perception regarding the region, the strategies and roles that constitute their regional policy and the reception of this projection by its neighbors and the main extra-regional powers. From this comparison, the relationship will be established between the regional strategies of both countries and their global emergence aspirations.

The purpose of this paper is to analyze the role of law in the period of guano exploitation in Peru between 1840 and 1875. To that extent, the author points out that law had a social impact during the economic boom of guano by acting as a means to regulate the external commercialization of this natural fertilizer. In this way, national regulations legitimized internal domination by favoring the interests of a small dominant group whose economic and political power benefited from the subordination of the majority.
