The elections held in 2016 to designate both the new president and the respective congressmen were the starting point for the application of semi-structured interviews that deepened the meaning of politics by the youth population in Lima. Through the university youth discourse reflections known at the time, the statements about politics and its necessary restoration have been detailed. The consulted university youth has an active participation around the institutional change of their respective university representatives, so they visualize a different and renewed policy. In summary, it is concluded that this is an avid approach to migrate towards new ways of redesigning politics in Peru.

The Acordada mutiny and the looting of Parián, depicted the electoral failure of 1828 and were a significant reflection of the economic, political, and social instability that Mexico had been experiencing since the promulgation of the first federal constitution four years earlier. This constitution sanctioned a diffuse and indirect electoral process as a result of a poor adaptation of the American system. In this context, the political campaign took place to elect the second president of the nation, whose candidates primarily represented the two groups united around masonic rites, and also associated with the two distinct ways of building the nation: liberals of the York rite and conservatives of the Scottish rite, along with some moderate Yorkists. The results were contested through violence leading to the occurrence of these two events that culminated in an armed confrontation, ending...

The holding of the parliamentary and presidential elections in Peru during the pandemic caused by COVID-19 was a controversial issue, to the point that its suspension or postponement was put into debate, especially if we take into account the effects that could have generated both in the right to vote as in the right to health. In this context, various constitutionalists, academics and international organizations pointed out that it was necessary to strengthen democratic institutions by exercising the citizen's right to vote, but it was necessary to have biosafety protocols to avoid further contagion.  From an international perspective, there were successful cases in the implementation of the electoral process in 2020, South Korea being one of them as it used electronic voting, verifying, with subsequent tests, the low rate of contagion. The authors point out that this solution, in ...

The article analyzes the publications (post) of the presidential candidates in the 2016 Peruvian elections, through a content analysis. It has proceeded to make a capture of publications (post) that show some emotion in a period of fourteen days before the elections, both in first and second round. It can be seen that the candidates have little use of emotions, and that their recurrence is associated with expressing positive emotions over negative ones, not highlighting the search for confrontation with another candidate; also, a certain pattern is observed in the use of emotions but only in the case of female candidates.

This research paper analyzes the Bolivian media coverage of the presidential runoff of the 2021 General Elections in Peru, in which the candidates participated: Pedro Castillo and Keiko Fujimori. The main objective was to study the frames that El Diario and La Razón used in the journalistic articles of their web portals. Likewise, we identified the digital space given to the publications and recognized the profiles that the foreign press built around each candidate. From a mixed approach, we analyzed metrics and used qualitative tools to examine the use of level and generic framing. To do so, we focused on the media with the highest readership in La Paz and analyzed 34 web articles that were published between April 12 and June 6, 2021. The results show that 44% were journalistic products lacking depth in which less than 400 words were used; 35% presented confrontational frames; 43% refe...

In the Peruvian general elections of 2016 and 2021 the Special Electoral Juries and the National Jury of Elections applied article 42 of the Law of Political Organizations, which allows the exclusion of candidates who give or offer gifts to voters during the campaign. The JNE issued 26 resolutions without carrying out a proportionality test in accordance with the American Convention on Human Rights and the jurisprudence of the Inter-American Court of Human Rights. It is concluded that, in the 2016 elections, the JNE violated political rights by issuing four exclusion resolutions, while in the 2021 elections no candidates were excluded for this reason. However, none of the 26 cases should have been initiated, since the exclusion sanctions from the JNE do not conform to the guidelines established by the Inter-American Court in L´opez Mendoza vs. Venezuela and Petro Urrego vs. Colombia. It...

For its part the press agents of candidates and political marketing experts are hunting for journalists.

Why does the reader vote the way he/she votes? Voter satisfaction in choosing a candidate encompasses a series of indicators and makes this variable multidimensional in nature. In order to construct the electoral profile index, factor analysis is used, which takes into account the difference between what the reader expects and what he/she perceives in the electoral process. This study establishes the main determinants of the voter's decision process in Metropolitan Lima and then constructs an indicator of the corresponding electoral profile.
